<b>15 cops arrested in 1 day</b><br />

Fifteen police officers were arrested in a 24-hour period across the country for crimes including armed robbery.<br />
Police General Bheki Cele made the announcement at the memorial service for the seven officers who died in a helicopter crash while responding to a robbery in Emalahleni last week. <br />
Lieutenant General Arno Lamoer said six officers were arrested in the Northern Cape, two in Pretoria and one in Mpumalanga.<br />
He said their biggest concern is that six more arrested in KwaZulu-Natal were members of the elite tactical response team.<br />
&quot;In 24 hours, 15 members the SAPS were arrested, including six of the tactical response team who are supposed to be the first point of call when things are tough,&quot; Cele said. <br />
He warned that crooked cops better mend their ways or they will end up in jail.<br />
Lamoer added: &quot;People that we trained highly for the purpose of fighting crime are getting involved in things like this. That is totally unacceptable and we will not stop until we root out all criminals.&quot;<br />
Lamoer said the message from the top brass is clear.<br />
&quot;If you don't feel like being in this organisation, pick up, walk and go. We don't need criminals. We are here to fight crime and serve our community,&quot; he said.<br />
Cele said he is insulted that the police's elite are among those arrested.<br />
He encouraged corrupt police to come clean in memory of the seven dedicated officers who died.<br />
The 15 SAPS members are in custody and will appear in court soon.</div>

First Lady Nompumelelo Ntuli-Zuma stands accused of being a worker's worst nightmare.<br />
<br />
President Jacob Zuma's second wife is alleged to have flouted labour  laws and mistreated, abused and exploited at least three domestic  workers, while living at her plush Morningside home in Durban, paid for  by local businessman Erwin Ullbricht.<br />
<br />
In an investigation after MaNtuli was ordered by the CCMA to pay R16 000  to Sbongile Ngobese for an unfair dismissal, The Mercury has  established that two other domestic workers have similar tales of abuse.<br />
<br />
Although <i><b>MaNtuli agreed to pay the minimum wage due to domestic workers</b></i>, she did not always pay their monthly salaries in full.<br />
<br />
She is also alleged <i><b>not to have contributed to the Unemployment Insurance Fund</b></i>, which is illegal.<br />
<br />
In an exclusive interview, an angry Ngobese lifted the lid on Ntuli-Zuma's alleged conduct.<br />
<br />
The Mercury also interviewed two other women, who worked for MaNtuli  from January to July 2009 and August 2009 to February 2010. Both asked  that their names not be published, and echoed Ngobese's allegations.<br />
<br />
<i><b>Attempts to get comment from Ntuli-Zuma and     the president, including  questions faxed to the presidency and the spousal office, were met with  silence.</b></i> One official promised to respond after The Mercury argued that  her alleged abuse of workers and flouting labour laws could not be  dismissed as a private matter.<br />
<br />
<i><b>MaNtuli ignored messages on her cellphone,</b></i> while attempts to get comment  from Khulubuse Zuma, who has previously spoken for her, were  unsuccessful. <br />
<br />
Ngobese, who is unemployed and has two children, said she worked for  MaNtuli from August 2009 until her dismissal on February 26 this year.  The CCMA ruled on June 14 that Ntuli-Zuma should pay Ngobese R16 000 as  she had been dismissed &quot;without any reason and procedure&quot;. <br />
<br />
MaNtuli was given two weeks to pay the amount, but failed to do so.<br />
<br />
There have been numerous attempts by Ngobese's lawyer to e-mail the CCMA  ruling to MaNtuli's personal assistant, plus smses, faxes and attempts  to reach the First Lady by phone. Ntuli-Zuma has moved out of the  Morningside home and attempts to trace her at Khulubuse Zuma's home in  Umhlanga, have proved unsuccessful.<br />
<br />
Ngobese disclosed that she and one of the domestic workers interviewed  by The Mercury had successfully sought the labour department's  intervention because they were owed R3 000 and R4 000 in unpaid wages  respectively.<br />
<br />
One of Zuma's &quot;sons&quot;, whom she did not know, had finally paid the money.  Only Ngobese decided to pursue the matter of unfair dismal in the CCMA.<br />
<br />
Ngobese said MaNtuli had begged her to quit her job at St Augustine's  Hospital and to work as her domestic worker, with the promise of a  better office job later because of her &quot;connections&quot;.<br />
<br />
She trusted MaNtuli because they had been friends. <i><b>MaNtuli had agreed to pay her R2 500 a month, but only paid R2 000. </b></i><br />
<br />
Ngobese described her working relationship as &quot;unbearable and abusive&quot; and claimed <i><b>MaNtuli treated her like &quot;an animal&quot;. </b></i><br />
<br />
&quot;She did not behave like a civilised person; she had no respect for me  or other workers. <i><b>She used to call us b****s and witches when she  addressed us and would tell us we were mere peasants who did not  matter...&quot;</b></i><br />
<br />
Ngobese, who said she suffered from a kidney ailment, had difficulty in getting time off.<br />
<br />
Ngobese said she had once returned from a funeral, to find the first  lady refusing to eat food she prepared, or touch her clean clothes,  because MaNtuli had an irrational belief that she was practising  witchcraft at the instigation of the president's new wife.<br />
<br />
The other domestic worker described her work with MaNtuli was a &quot;bad experience&quot;.<br />
<br />
<i><b>&quot;She would make us run around behind her like little girls. She insulted us, calling us witches and other strong words.&quot;</b></i><br />
<br />
The woman described how she would be expected to rewash clothes after  Ngobese had done so, because Ntuli-Zuma believed she was trying to  bewitch her.<br />
<br />
The first lady also made unreasonable demands, like asking her to bring  her children from the Morningside home to the Hilton Hotel around  11.30pm after she returned from an international trip. <br />
<br />
Another former worker said she was fired after leaving the house without  permission to attend a funeral. The woman said MaNtuli still owed her  R6 000 in wages. <br />
<br />
Ngobese and the two workers praised the president, saying that when he was around he treated them with respect.</div>

The ANC is considering a total onslaught against the printed media, which it wants to rein in with legislation and investigations.  The documents for discussion at the ruling party's national executive council meeting in September have just been released. These include a document entitled &quot;Transformation in the media, ownership and diversity&quot;.<br />
  It outlines the route the ANC wants to follow against a &quot;neo-liberal&quot; media which depicts the government as &quot;weak and passive&quot;, that &quot;over-emphasizes people's individual rights&quot; and is &quot;fundamentally market-driven&quot;.<br />
  The ANC states in no uncertain terms that &quot;legislation and intervention&quot; is needed to ensure a diverse media.<br />
    These discussion documents have emerged amidst the controversial proposed Protection of Information Act, which will allow the State to classify any information it deems sensitive and hand down heavy penalties to journalists.<br />
  According to the documents, it's the printed media in particular which is a thorn in the party's side because of reports which seldom paint the government in a positive light.<br />
    &quot;A superficial audit of the printed media reveals an astounding degree of dishonesty, a lack of professional integrity and independence.&quot;<br />
  According to the ANC, corrupt journalists receive money to promote the agenda of certain political parties, and the &quot;rot&quot; is far worse than the media would like to admit.<br />
    The party takes particular exception to the fact that confidential information is leaked to the media after party meetings.<br />
    The document also states that corrections are never given sufficient prominence and that the press ombudsman (self-regulation) is ineffective.<br />
    &quot;This situation is intolerable.&quot;<br />
    The ANC also feels it is its duty to intervene, in order to protect the media's credibility.</div>

Cape Town - Deputy Home Affairs Minister  Malusi Gigaba intends to fast-track the passage of a yet-to-be drafted  law that will compel internet service providers (ISP) to filter content  provided to users to ensure it does not contain any pornography.<br />
 The Film and Publication Board (FPB) held a symposium this week to look at ways of protecting children from porn.<br />
 &quot;Despite  recent amendments of the law and other efforts to stop the devastating  effect on children of their access to pornography, it's not enough,&quot; FPB  legal affairs manager Dumisani Rorwana said in a statement on Thursday.<br />
 &quot;The law as it stands is not working, so we've no choice but to take it to the next level.&quot;<br />
 Technology  had advanced to a point where ISPs would be able to filter out around  95% of the content in a &quot;highly cost-effective way&quot;, he said.<br />
 Similar  programmes to safeguard children from pornography were currently in  place in China, Singapore and the United Arab Emirates.<br />
 &quot;We expect resistance from those who claim the freedom to access pornography as a fundamental right,&quot; Rorwana said.<br />
 &quot;However,  it is well established in legal circles that the rights of children are  paramount. By comparison, viewing pornography remains a peripheral  right.&quot;<br />
 Gigaba would now meet with his counterparts at Cabinet level to determine where the bill would best fit.<br />
 The  symposium also agreed on the need to block certain gaps in the  broadcasters' code that had seen instances of &quot;unsuitable content being  aired during the past few months going unpunished&quot;, Rorwana said.<br />

On Tuesday July 27 2010 at 13:30, I had reason to visit the Lakeside Mall in Benoni. It was not very busy and parking spaces were ample. As I was walking towards the entrance an EMPD vehicle drove past me and parked in a &quot;disabled&quot; parking bay.<br />
<br />
I waited for the driver (there was only a driver in the car) to get out to see what his disability was. Lo and behold! A strapping young man jumps out and proceeds to walk unaided and briskly towards the entrance. So, I asked him what his disability was.<br />
<br />
 He stared at me blankly. I changed my tactic and told him that he had parked in a bay reserved for disabled people.<br />
<br />
His answer? Oh I am only going to be a minute! I told him that I don't agree with his actions. There are lots of parking bays available. He then told me to mind my own business. I told him that I am minding my own business as he is in effect employed because I pay my taxes. He then told me that he was called to attend to &quot;a situation&quot;. All the time walking briskly.<br />
<br />
He stopped in front of Truworths. When he entered the store I followed him in. He proceeded to the back of the store where he was welcomed by what looked like a lady friend/relative and they had a nice old chat. He saw me looking at him at which point he took an envelope from the lady and left the store to go back to his illegally parked car.<br />
<br />
I spoke to the security guards employed by Lakeside Mall as well as the car guards and asked them why they allow this to happen. They told me that if they ask the cops not to use the disabled parking bays they are told to &quot;voetsek&quot; or to mind their own! This is a daily occurrence.<br />
<br />
Note that there are specially demarcated bays for emergency vehicles right in front of the entrances and that this spot was free for the EMPD officer to use if he was &quot;responding to a situation&quot;.<br />
<br />
Incidents like this just anger me so much. How do I teach my children the most basic rights and wrongs when this sort of thing happens right in front of them all the time and nothing is done about it?<br />
<br />
How do our so-called law enforcers expect the public to respect them and the law they are supposed to enforce if they so blatantly flaunt their own disregard?<br />
<br />
I did not manage to get this arrogant fool's name but did get a lovely clear photograph of his vehicle parked in the disabled bay.<br />

</ul>Cape Town - Forty-eight percent of South Africans agree that different race groups respect each other, while 41% disagree, according to a survey released on Thursday.<br />

&quot;This study, run before the 2010 FIFA Soccer World Cup, shows that there is a strong current of goodwill in the country. It is likely to be even stronger now after the World Cup,&quot; marketing and social insights company TNS research said in a statement.<br />

&quot;People were somewhat more in favour of this statement than against, with 48% agreeing, 41% disagreeing... .&quot;<br />

The rest gave a &quot;don't know&quot; response.<br />
 <br />
A total of 2 000 adults from seven major metropolitan areas in South Africa were asked face-to-face if they agreed or disagreed with the statement that &quot;different race groups respect each other&quot;.<br />

TNS said it was impossible not to look at the results by race group, and the differences were not as great as might have been expected.<br />
 <br />
Fifty percent of blacks and 39% of whites agreed that different race groups respect each other.<br />
 <br />
<b>Women less positive </b><br />
 <br />
Across all races women were less positive than men.<br />
 <br />
The highest level of agreement was found among black men at 52%, the lowest among white women at 34%.<br />
 <br />
Younger people were more likely to agree with the statement, with 52% of those aged 24-years and under giving it the nod.<br />
 <br />
This dropped to 41% for those aged 60 and older.<br />
 <br />
Results by city showed notable differences, which were &quot;probably&quot; linked to race and wealth profiles of different regions.<br />
 <br />
Soweto, Johannesburg, Durban and East London were the most positive.<br />
 <br />
Pretoria, the South Rand or Vaal Triangle and especially Bloemfontein, were the most negative.<br />
 <br />
TNS said race had always been a contentious issue in South Africa. However given the advanced nature of the country's Constitution, which had a strong human rights philosophy, it seemed there was much work to be done to garner respect for people from all backgrounds, it said.<br />

Officials at the Road Traffic Management Corporation (RTMC) wasted nearly all of the company's R78-million budget on unnecessary office space, dipped their fingers into eNaTIS transaction fees and flouted procurement procedures.<br />
<br />
This was revealed today by Transport Minister S'bu Ndebele after a probe started in February into allegations of financial mismanagement and corruption by senior officials.<br />
<br />
Ndebele said on Thursday that the RTMC had irregular expenditure totalling R144m.<br />
<br />
The corporation had signed a 10-year lease of R65,8m a year, even though this ate up most of its R78m-a-year budget.<br />
<br />
The lease has since been cancelled by the department.<br />
<br />
With a staff complement of only 144, the RTMC had entered into the lease agreement for nine office blocks, of which only two were used for its operations. <br />
<br />
Details on what the remaining seven blocks were used for were not revealed, but are being investigated.<br />
<br />
The RTMC is a statutory body responsible for ensuring there is an effective road traffic management system across the country.<br />
<br />
The investigation task team, led by former Absa and Transnet group CEO Riah Phiyega, also found there were instances of inappropriate procurement procedures and unauthorised use of eNaTIS transaction fees.<br />
<br />
Ndebele said the Department of Transport had adopted a zero-tolerance approach to fraud, corruption and mismanagement, and that anyone found guilty of wrongdoing would face the consequences.<br />
<br />
He said the Public Finance Management Act (PFMA) allowed for those who were found guilty of such offences to be fined, dismissed or criminally charged. <br />
<br />
Earlier this year, Ndebele ordered the task team to probe the allegations after an independent audit by Deloitte and Touche.<br />
<br />
Thereafter, the DA wrote to the Public Protector asking that the claims of mismanagement against suspended CEO Ranthole Rakgoale and RTMC senior officials be formally investigated. <br />
<br />
According to the DA, the audit found that R4.5m was spent on provincial workshops, when only R1.5m had been budgeted for that purpose.<br />
<br />
Another finding was that company funds were used to buy an Audi A4 that was for Rakgoale's personal use. <br />
<br />
The DA also alleged that RTMC funds were used to buy tickets valued at R1,3m for private suites at Ellis Park and Loftus Versfeld during the Confederations Cup in 2009.<br />
<br />
But Ndebele said that while the task team had concluded its investigation, there were matters that still required further investigation. <br />
<br />
&quot;The forensic audit process is still under way, the results of which will be actioned by the acting CEO of the RTMC. <br />
<br />
&quot;Therefore, those matters, which are still subject to due legal process and internal HR procedures, cannot be publicly disclosed at this stage.&quot;<br />
<br />
Ndebele said there were various interventions that his department would apply to ensure that there was no recurrence of the current mess at the RTMC.<br />
<br />
These include reviewing the provisions of the RTMC Act to &quot;facilitate operational and governance support of the RTMC&quot;. The department will also strengthen its oversight function over the RTMC and ensure that there is optimal functioning of the corporation's shareholder's committee. <br />
<br />
Ndebele said his department would also improve the process for the appointment of the RTMC board and its CEO to ensure accountability.<br />
<br />
The DA's shadow minister of transport, Stuart Farrow, said his party would like to see Ndebele following the example set by the SAA board, which is suing the airline's former CEO, Khaya Ngqula, to try to recoup some the funds squandered during his reign.<br />
<br />
He said South Africa could not afford having CEOs using public accounts as if these were their personal accounts.<br />
<br />
He added that apart from Rakgoale, other senior officials at the RTMC, including the board members, needed to be held accountable for the mess because &quot;other people&quot; were involved in approving some of the irregular expenditure. <br />

A 45-year-old man was found dead on a vacant piece of land in Langlaagte on Thursday morning, Johannesburg police said.<br />
<br />
The man had at least five bullet wounds and more spent cartridges were found on the scene, spokesman Warrant Officer Gordon Billings said.<br />
<br />
He was found by a colleague who worked with him at the signage company Claude Neon.<br />
<br />
Workers usually walked to the surrounding industries from the nearby Langlaagte station and the man's body was spotted lying in the short grass in Du Toit street at about 5.45am.<br />
<br />
Billing said that nothing was taken from the man, who came from Naledi in Soweto.<br />
<br />
Police appealed for anyone who may have witnessed the shooting, which took place in an exposed, public place, to call the Langlaagte police station on 011-473-6200.<br />
<br />

Pretoria – An 8-year-old girl from Waterkloof in Pretoria phoned the police after seeing robbers overpowering her father in the garage. <br />
<br />
&quot;There are bad robbers with guns in our house and they're trying to hurt my daddy,&quot; she whispered. <br />
<br />
The girl also pressed the panic button and hid in a cupboard along with her 4-year-old brother and her puppy.<br />
<br />
Colette Weilbach, police spokesperson, said the incident occurred just before 19:00 on Tuesday.<br />
<br />
&quot;The mother was in the kitchen, cooking, and the girl was waiting for her father outside. She had a new puppy and was very excited to show it to her dad.<br />
<br />
Pressed panic button<br />
<br />
&quot;When her dad drove into the garage, even before he could switch off the car, the girl spotted the four armed robbers. She screamed and ran inside the house,&quot; said Weilbach.<br />
<br />
The robbers entered the house along with the girl's father.<br />
<br />
The girl, with the puppy still in her arms, ran upstairs with her brother in tow.<br />
<br />
&quot;Once they were upstairs she pressed the panic button and then used her hand to remember the police's emergency number, 10111. She kept the puppy and her brother at her side the whole time and they didn't make a sound.<br />
<br />
&quot;She told us how she spoke English and told the police her name. Then she said: &quot;There are bad robbers with guns in our house and they're trying to hurt my pappa',' Weilbach says.<br />
<br />
She then gave the police their address, and the police responded immediately.<br />
<br />
Weilbach says that, while the children were upstairs calling for help, the robbers made their parents lie on the floor downstairs and stole various electrical appliances, cellphones and other personal belongings.<br />
<br />
Shortly afterwards they fled in the father's car.<br />
<br />
&quot;The children only came out of their hiding place once their mother called them.&quot;<br />
<br />
Good giggle<br />
<br />
Weilbach said that, during counselling provided by the police on Wednesday, the girl said the police responded very quickly and she hadn't experienced any problems with the emergency number.<br />
<br />
&quot;She also had a good giggle about the fact that the robbers stole a broken TV.&quot;<br />
<br />
According to Weilbach, the girl was taught how to remember the police's emergency number when she was in pre-primary school.<br />
<br />
&quot;She said the police visited her 'playschool' and taught them 'to stay safe and how to phone the police'.&quot;<br />
<br />
&quot;This has given us wonderful feedback that our hard work in educating children is worth the effort,&quot; Weilbach enthused.<br />
<br />
The family did not want to be identified.</div>
