Cape Town - Men in opposition benches were part of the apartheid-era army that maimed and killed people, Defence Minister Nosiviwe Mapisa-Nqakula said on Thursday.<br />
She made the accusation during a heated debate on her budget vote in the National Assembly.<br />
<br />
&quot;At a time when some of you were conducting raids and maiming and killing women and children in the frontline states, I was there in the trenches... fighting for liberation in this country,&quot; Mapisa-Nqakula said, pointing at opposition party benches.<br />
<br />
She was responding to criticism from opposition party MPs who said she was guilty of leading a scandal-ridden department.<br />
<br />
The Democratic Alliance, Cope and Freedom Front Plus MPs made reference to the landing of a private jet at the Waterkloof Air Force base and the deaths of 13 soldiers in the Central African Republic.<br />
<br />
Mapisa-Nqakula denied she was hiding information on the matter and repeated her attack on opposition party MPs.<br />
<br />
&quot;I am at the helm of a defence force that talks about peace, that advocates for peace and stability in the African continent. <br />
<br />
&quot;I am not in a defence force that was maiming and killing women, civilians and children, at a time when you were conscripted and joined the SA Defence Force.&quot;<br />
<br />
DA MP Ian Ollis asked debate chairperson Grant Snell to censure the minister.<br />
<br />
&quot;The minister has twice now pointed at me and she said... members of this side of the house were involved in maiming and killing women and children.<br />
<br />
&quot;I've never fired a gun in my life and I ask that she withdraws her statement and stop pointing here,&quot; Ollis said as ANC MPs heckled him.<br />
<br />
Snell ignored Ollis's call for him to intervene.<br />
<br />
&quot;It is possible and I may not have pointed at you... but I did point in that direction because you know most of you males at the time did serve in the South African Defence Force,&quot; Mapisa-Nqakula countered.<br />
<br />
DA MP Sandy Kalyan tried again to have the minister chastised.<br />
<br />
&quot;The minister is repeatedly making reference to the males on this side of the house who were part of, or allegedly part of an army, possibly in the apartheid era, maiming and killing women and children,&quot; said Kalyan.<br />
<br />
&quot;Those comments are unparliamentary, and cast aspersions on the integrity of the male members on this side and I ask that it be withdrawn.&quot;<br />
<br />
Snell refused to ask the minister to withdraw, giving his opinion on the matter.<br />
<br />
&quot;I don't think we can brush away history and at the same time we realise not everyone was involved, but in the historic context that did take place so I'm going to let that go,&quot; he told the house.<br />
<br />
While Snell let Mapisa-Nqakula off the hook, he was not as lenient with DA MP Mike Waters.<br />
<br />
Earlier in the debate, he ordered Waters to leave the House for shouting the word &quot;fraudster&quot; while ANC MP Mnyami Booi was speaking.<br />
<br />
Snell asked Water to withdraw his remark.<br />
<br />
&quot;The honourable member [Booi] was found guilty in a court of law of fraud... I can't withdraw,&quot; Waters replied.<br />
<br />
After refusing several times to take back his words, Snell asked Waters to leave.<br />
<br />
In 2009, Booi pleaded guilty to theft for his part in the Travelgate scandal. He remained an MP after his conviction.<br />
<br />
The Travelgate scandal involved MPs exchanging their parliamentary travel vouchers for private trips, and in some cases even cash, costing taxpayers millions of rand.<br />

			Johannesburg - Reports that a Home Affairs official allegedly manhandled reporters outside a Cape Town police station were met with outrage by the South African National Editors' Forum (Sanef) on Wednesday.<br />

Sanef said in a statement that Cape Argus photojournalist David Ritchie and reporter Yolisa Tswanya were covering a story about the arrest and detention of immigrants at the police station when they were accosted by the official.<br />
<br />
“According to Cape Argus executive editor Gasant Abarder, the officer pulled Ritchie from outside the police station, grabbed his camera and proceeded to delete the images - without identifying himself.”<br />
<br />
A police officer, who witnessed the incident, apparently ordered Ritchie off the police premises.<br />
<br />
The newspaper's legal representatives were investigating the matter, with a view to instituting civil and or criminal cases against the official.<br />
<br />
Sanef said it supported this action.<br />
<br />
“Sanef is also concerned that it appears that wayward officials have taken to deleting images.<br />
<br />
“Why would government officials go through the trouble of manhandling journalists and deleting their pictures if they (officials) knew that they had not broken the law and thus had nothing to hide?”<br />
<br />
Sanef said the deletion of images was illegal and should not be tolerated in a democracy. - Sapa

			Cape Town - Cape Argus lawyers are investigating the possibility of a civil claim and criminal charges against a Home Affairs official who allegedly assaulted a Cape Argus photographer and deleted pictures from his camera.<br />
<br />
The incident occurred on Tuesday at about 3pm. Cape Argus photographer David Ritchie and reporter Yolisa Tswanya were on the pavement outside the Cape Town Central police station at Caledon Square speaking to the family and friends of 80 immigrants, who had earlier been arrested for not having their documents on them.<br />
<br />
Ritchie said he took a photo of the Home Affairs official speaking to a group of the waiting people.<br />
<br />
“He noticed me take the picture and he told me to delete it.” But when Ritchie refused, the official walked up to him and asked him to delete it again.<br />
<br />
“I refused again, and I said I was on public property and he was a public official.” The man then grabbed Ritchie by the arm and pulled him into the police station courtyard.<br />
<br />
“David was trying to shake the man off but couldn’t get away because the official, who was a big guy, had a tight grip on his arm,” said Tswanya.<br />
<br />
Ritchie once again refused to delete the photo.<br />
<br />
The official then grabbed the camera from him and started deleting the photographs stored on the memory card.<br />
<br />
“When he gave it back, I asked him for his name, but he didn’t give it to me,” said Ritchie. Ritchie left after a policeman told him he was not permitted be in the courtyard.<br />
<br />
Yusuf Simons, Home Affairs’ provincial manager for Western Cape, said they would investigate the incident.<br />
<br />
Cape Argus executive editor Gasant Abarder said: “I have instructed our lawyers to investigate the possibility of instituting a civil claim against the Home Affairs official involved, and to take a statement from our photographer David Ritchie to prepare for the possibility of laying a criminal charge.”<br />
<br />
Referring to the deletion of the images, Abarder said: “He thought he had deleted all the images but imagine our surprise when this picture of him was left on the card.”<br />
<br />
The SA National Editors' Forum was “outraged” at the way Ritchie was manhandled and detained, and that his pictures were deleted.<br />
<br />
It said it supported the Cape Argus plan to take legal action over the matter.<br />
<br />
“Sanef is also concerned that it appears that wayward officials have taken to deleting images.<br />
<br />

A man reported to be a serving soldier is dead and two people have been shot in Woolwich, south east London, after what is being treated as a terrorist attack.<br />

Downing Street has called a meeting of the Government's Cobra emergency committee after the incident in John Wilson Street, which David Cameron described as &quot;truly shocking&quot;.<br />
<br />
<br />
Senior police officers are thought to believe the killing was a politically-motivated Islamist terrorist attack.<br />
<br />
<br />
And video has emerged that appears to show one of two alleged attackers - with blood-stained hands and holding two bladed weapons - attempting to justify the attack.<br />
<br />
&quot;I apologise that women had to witness this today, but in our lands our women have to see the same,&quot; he said.<br />
<br />
<br />
Dozens of weapons - including a number of knives - and pools of blood could be seen on the ground, where a man said to be wearing a Help for Heroes T-shirt was attacked by two men.<br />
<br />
<br />
Witnesses say the pair appeared to deliberately drive their car at the victim, before getting out with various bladed weapons and launching their attack.<br />
<br />
<br />
Following their attack, as the victim lay motionless in the middle of the road, witnesses say they heard the pair chanting &quot;Allahu akbar&quot; - and inviting passers-by to take photographs of them.<br />
<br />
<br />
As soon as armed police arrived at the scene, witnesses say at least one of the alleged attackers began approaching the officers - who opened fire and shot the pair. The men were taken to separate hospitals with gunshot wounds.<br />
<br />
<br />
Photographs taken at the scene show three people lying on the ground. Their condition was not clear. A car that appeared to have crashed on the pavement could also be seen.<br />
<br />
<br />
The Metropolitan Police confirmed one person had died following the incident and said the Independent Police Complaints Commission had now taken over the investigation, which is standard practice in cases where armed police fire their weapons.<br />
<br />
<br />
Commander Simon Letchford, from the Met, said officers were called to the road at 2.20pm.<br />
&quot;One man was being assaulted by two other men,&quot; he said.<br />
<br />
<br />
&quot;A number of weapons were reportedly being used in the attack, and this included reports of a firearm.<br />
<br />
<br />
&quot;Officers including local Greenwich officers arrived at the scene and shortly after firearms officers arrived on the scene.<br />
<br />
<br />
&quot;On their arrival at the scene they found a man, who was later pronounced dead.  At this early stage I am unable to provide any further information about the man who has died.<br />
<br />
<br />
&quot;Two men, who we believe from early reports to have been carrying weapons, were shot by police. They were taken to separate London hospitals, they are receiving treatment for their injuries.&quot;<br />
<br />
<br />
The Prime Minister will cut short a trip to Paris to return to London in the wake of the incident.<br />
<br />
<br />
He told a news conference in Paris that Britain had faced terror attacks such as the one in Woolwich, adding: &quot;We will never buckle in the face of it.&quot;<br />
<br />
<br />
Nigel Foran, who saw the incident as he returned home from shopping, described a scene of confusion.<br />
<br />
He told Sky News: &quot;We saw a man running towards the police officers and then we heard a couple of gunshots.<br />
<br />
<br />
&quot;He went to the floor and was surrounded while officers drew their stun guns. After that, all the people who were watching ran away when they heard the gunshots.&quot;<br />
<br />
<br />
The Ministry of Defence said it was urgently looking at the reports that the incident involved a soldier.<br />
<br />
<br />
Greenwich and Woolwich MP Nick Raynsford had earlier told Sky News he believed the deceased was a serving soldier.</div>

I don't want to sound alarmist, but it does appear as if there is a general disregard for the US constitution by the Federal Government. The latest Obama scandals underlines this. Trouble brewing? If true, Gun Control is the least of the problems.</div>

I am in the process of joining NSA (National Shooting Association), but I'm a bit skeptic about them. I want DSS and DHS status for obvious reasons. I'll break it down the way I understand the entire process.<br />
<br />
I join them, pay the fees, do the theoretical exam and shoot the targets they provide, at my own leisure. Send everything to them, and I get my status from them. Sounds too easy?<br />
<br />
I've read through the natshoot posts from some of the other guys on the forum and it looks like NSA is worth while. It's just weird, the process. Basically anyone can go this route, do the exam, shoot the targets at 2m if they wanted or even shove holes through them with a pencil for example, and then receive status. Doesn't sound right.<br />
<br />
If I understand correctly, to sustain your status you just have to do this a few times a year, download the targets, shoot and send back to them. <br />
<br />
It all just sounds too good to be true. I spoke with a local police officer here and he said that to keep your status according to the law you MUST participate in an accredited shooting event, like the postal shoot etc. He also said that some people have lost their DSS status because of non participation and apparently you need to provide proof of this when applying for a firearm with your DSS/DHS status. I am not sure how this works when one is under NSA, maybe they have some special agreement with SAPS, do any of you guys or gals have any experience regarding these questions? Any advice or experiences with them especially in the long run would be very helpfull</div>

Why this is important<br />
South Africa has one of the highest crime rates in the world, yet one of the lowest rates of conviction — it also has one of the highest re-offending rates globally. The expansion of a National Forensic DNA Database has the potential to change this situation in South Africa, but it cannot be achieved unless we have enabling DNA legislation to do this. Laws which make it mandatory for all arrestees and convicted offenders' DNA profiles to be entered onto a DNA database in order to search them against crime scene profiles collected from crime scenes, will increase the chances of matching perpetrators to their crimes as well as identify serial offenders earlier. Being one of the most exact and scientifically objective forms of evidence available today, DNA evidence in conjunction with a Forensic DNA Database will revolutionise crime scene investigation in South Africa and increase the number of convictions secured. That means it will be possible to prevent many of these crimes, save more lives, and provide protection to the innocent.<br />
<br />
The DNA Project, a non profit organisation, has been fighting tirelessly for the promulgation of DNA specific legislation in South Africa since 2005. A draft Bill which has been in Parliament for the last 5 years, was finally approved by Cabinet in April 2013 and formally introduced into Parliament on the 8 May 2013. If passed, this Bill, officially known as the Criminal Law (Forensic Procedures) Amendment Bill B09-2013, will have a profound impact on the criminal justice system in South Africa.<br />
The Portfolio Committee on Police has invited all interested people to submit written comments on the Criminal Law (Forensic Procedures) Amendment Bill by no later than the 30 May 2013.&#8232;&#8232;If you believe that our Government should pass this vitally important legislation, then please show your support and sign this petition today.<br />
