If the inside of the bolt is clear of debris, gunk and others cloggy goodies, the reasons for failure are actually very few: either weak springs (they might be close to a 100 years old by now!!), or a blunt firing pin (maybe touch it up very slightly) or a worn edge of the chamber which does not allow the priming compound to be detonated.
Try thin shims to compress the springs.
And have a look at the extractor - is it sharp and hooked, or maybe broken?
Is your chamber clean?
