I think it is a Ruger 77/22 with a chassis.
Seems it competes in the CZ457 price class. Then it is down to stock choice, both are accurate.

Get a CZ 455 or CZ 457 and a Chasis if you want that type of setup. As well as a Yodave trigger spring kit.
The above will far exceed the Ruger. Not that the Ruger is bad. But it will far exceed what the Ruger will deliver.
