What does it mean if an app is at provincial for quality control it's the second week they telling me this

I stand to be corrected, but i think it goes from the DFO to the provincial offices then on to CFR.
I emailed yesterday and they came back to me with in 10 mins, to say that my license is at FLASH and is in "process"

I have no idea what happens at provincial, or even at CFR. Just know those are the places the licenses go to. :)

I've been following these threads as I have a Sec 13 app in (submitted 22 March 2018 from WC) but for the love of me I cannot work out why some apps go so quick, I've seen apps sent in way after me (also WC) that have already been approved (well mine is in for consideration, consolation? lol)... what the hell... lol... do they just drop a pile in an office and play pick up sticks which is next? .... SIGH... I've ruled out maby 1st time applicants get a more thorough/intensive check? Mine has been in 37 working days, what timeframe do they have to complete an app? I read 90 days somewhere? That true? How long does an average app stay in consideration? What could hold it up....
