It looks like the proposal to reduce rifle major factor to 280 is going to go through (for the benefit of 7.62 AKs and 300 BLK):

Your post is not entirely correct. The proposal is still in draft as you have mentioned however to say it looks like it is going through is premature.

These proposals will be voted on at the Russian World Shoot in May of 2017 and each region will/should have a mandate from their region.

Agreed, perhaps am too hasty to state that - but I have been following this on Global Village for several months now, and this item seems to have a lot of support.

I too, have been following it for some time now. Really indifferent as to what happens. Either way, competitors will evolve, one way or another.

    Ah! OK, goddit!

So the 110gn Hornady doing 2400fps is still way short. So not even a local powders thing, then.

Nope, that's why the guys winning are still using 223/5.56. BigT recently told me about the 300 UP. But it's still very new.

Some of the best advice I've been given is to look at what the champions are using and replicate them within advice and ability. There's a reason they are winning with what they are using. That's why I'm curious as to why guys are shop into a new calibre with no competition track record.
