    Default Bolt action rifle on HMC competency?

    A friend of mine called me yesterday to findout the following:
    He applied for Manual Rifle competency a while ago and has just found out that they issued him with HAND MACHINE CARBINE instead.All is good and well but at this stage he wants to liscence a normal .22 bolt action rifle.What are his options?Complain about the incorrect issue of competency or re-apply for Manual Rifle and wait?Can he apply for this manaul bolt action on hand machine carbine competency?

    I would just re-aply for a manual rifle and retain his HMC status...
