Easier than most think, or probably know for that matter. Simply go here: <www.icd.gov.za> and register a complaint online. Prepare it carefully beforehand though, think it through and make sure you have all the relevant facts, witness statements and evidence if there is any, (photo's/ audio recordings etc).
