Johannesburg - The SA Policing Union (Sapu) has called for the establishment of a judicial commission of inquiry into the SA Police Service.
"To say we are disturbed by the shocking revelations of the abuse of power in the SAPS's Crime Intelligence is an understatement," general secretary Oscar Skommere said on Wednesday.
"The entire SAPS is rotten to the core."
He said in a statement said there was no effective management in the service and a judicial commission was long overdue.
"The police are a vital state organ that we can't afford to misuse," said Skommere.
"Politics must never be allowed in the police."
In February, prosecutors withdrew charges against Crime Intelligence boss Richard Mdluli and three others stemming from the 1999 murder of his love rival Oupa Ramogibe.
An inquest has been established to determine whether the State had enough evidence for a trial.

I wouldn't say the entire SAPS is rotten as there are some members that truly work hard to uphold the law but unfortunately there are so few of them and they also Gatvol and do often move on in a different career path due to all the other BS.

Cape Town - External "powers" often take cases away from the police, MPs heard on Thursday.
"We have been told in many instances of late that we don't have rights to investigate certain case dockets," acting national police commissioner Nhlanhla Mkhwanazi said during a briefing on the SA Police Service's strategic plans for 2012/13.
"We must release some case dockets to [the] inspector general of intelligence because we don't have jurisdiction.
"We do that. We take those case dockets, we send them to court again, we sit and wait. That is all a police officer can do."
Mdluli saga
Mkhwanazi said "other powers beyond us" decided whether a case should be prosecuted or not.
"There are powers beyond us that are going to decide whether there is a conviction or not. It's all good that we say we want to achieve this target of conviction, [but] we are not prosecutors. We are not judges."
His remarks come after the dropping of criminal charges against crime intelligence chief Richard Mdluli.
He was tipped to become the country's next police commissioner after fraud and murder charges against him were dropped two months apart.
The dropping of the charges comes amid reports of top-level political pressure on the NPA, and the Inspector General of Intelligence, Faith Radebe, to let him off the hook.
Mdluli was reinstated as head of the Crime Intelligence Division (CID) after the NPA dropped fraud charges against him relating to the alleged abuse of the police's service account.
Along with Police Minister Nathi Mthethwa and CID finance chief Solly Lazarus, he was accused of sanctioning the abuse of millions of rands from the account for private ends.
Mdluli has been dogged by murder charges relating to the killing of a love rival in 1999.
But in February, the NPA withdrew charges against him and three others stemming from the death of Oupa Ramogibe, and established an inquest to determine whether the state had enough evidence for a trial.

In an ideal world police raison d’etre is to form a bulwark between the law-abiding citizens and marauding criminals, however contrary to usual belief we find ourselves hot and bothered by our guardians, especially those serving in the high echelons of the public office.
Many controversies dogging SAPS have naturally eroded the trust of the general public.
This pervasive apprehension of police was confirmed when former national commissioner, Jackie “finish and klaar” Selebi, was convicted of corruption and is currently serving a 15 years jail sentence.
As if that were not enough, his successor Bheki Cele who is suspended, is presently defending himself by claiming that he did not read documents before signing them.
Meanwhile our acting police commissioner Nhlanhla Mkhwanazi does not inspire confidence, as he painfully and helplessly explains that there are “powers beyond us” that decide whether a specific case is to be prosecuted.
These remarks by Mkhwanazi come suspiciously closely after the dropping of charges against his colleague, crime intelligence boss, Richard Mdluli.
Moreover after fraud and murder charges were dropped, Mdluli was re-instasted as head of Crime Intelligence Division.
Mdluli who is liked and admired by someone high in authority is being tipped to become the next police commissioner.
It never rain but it pours, according to reports, Hawks are investigating claims that our national police minister Nathi Mthethwa used nearly R200 000 from crime intelligent fund to renovate his home in KwaZulu-Natal.
Our State Security Minister Siyabonga Cwele was until recently married to a convicted drug-trafficker, Sheryl Cwele. And Kwa-Zulu Natal Hawks boss, Major-General Johan Booysens is suspended of being involved in serious misconduct.
Is this a case of a few bad apples spoiling for the whole bunch or are all those who hold responsible positions in the public office inherently corrupt? I ask with a sore heart.
Police have deservedly endured public mistrust, however a coup de grace was when the internal audit staff of SAPS report found that 27 329 police officers on active duty have failed fire-arms test.Recent studies show that 1 out of every 3 liberals are just as dumb as the other 2

Given that, historically, the SAPS stats are as much as NINE times out of whack with others, -some might say rather more accurate- stats, (SAPS Rape stats for 2010 were only one ninth of the MRC -Medical Research Council- stats.
