Certain (not all) farmers shoot the kudu " before their neighbours do" to maximise income.
This is why there is a 1 kudu per farm limit per day in place.

If they have a CAE, the animals can be hunted at their discretion as the are less likely to shoot out all their animals in one season, and have nothing left
