    A spate of violent attacks in Limpopo, the latest of which has left one person dead, is the direct result of the VBS mutual bank corruption saga.
    This is according to the South African Municipal Workers’ Union (SAMWU), which has spearheaded the battle against those implicated in the wanton looting of VBS mutual bank. The organisation’s General Secretary, Simon Mathe, issued a statement in the wake of the latest shooting, noting that those targeted in the attacks led the charge to have Mayors and other political representatives removed from office as a result of their sordid involvement with VBS.
    Trade Unionist killed in cold blood


    On Wednesday evening, Limpopo Deputy Provincial Secretary of SAMWU, Roland Mani, was shot down in cold blood; killed just minutes after attending a meeting at the Vhembe District Municipality in Thohoyandou.


    Mani’s murder was not an isolated incident. Days prior, an employee of the Vhembe District Municipality and former SAMWU Limpopo Chairperson, was the victim of a botched assassination attempt. Timson Tshililo, who was also outspoken on the issue of corruption pertaining specifically to the VBS saga, was wounded during the attack. He is currently recuperating in hospital.


    VBS saga still plagues Limpopo


    Mathe explained that the recent attacks on SAMWU members are part of a broader assassination plot, aimed at silencing those who dare to speak out against corruption in the province. The union said:


    “We are definitely convinced that the two shootings are related as both victims are employees of the Vhembe District Municipality and have been in the forefront of protests which led to the removal of Mayors who illegally invested money with the now liquidated VBS Mutual Bank.


    These shootings also happen just as the union was preparing to intensify its campaign for more accountability and removal of more people who were responsible for these illegal investments which costs municipalities almost R1. 5 Billion.


    No amount of violence will deter the union from exposing corruption at municipal level, corruption which had severely affected service delivery.”


    In an attempt to quell the violence and bring the perpetrators to book, the Limpopo Provincial Commissioner has assembled a task team to investigate the killing of Mani and other related attacks.

    The ANC in KwaZulu-Natal has confirmed one of its members, Harry Gwala mayor Mluleki Ndobe, and a second person have been taken in by police in connection with the murder of Sindiso Magaqa.


    The former ANC Youth League secretary general died in hospital in September 2017, around two months after he was shot in Mzimkhulu, south of Durban.
    One man, Sibusiso Ncengwa, was arrested almost a year to the day of Magaqa's death in the Inkosi Albert Luthuli Hospital.


    ANC KZN spokesperson Nomagugu Simelane-Zulu told News24 on Sunday that Ndobe, one of its provincial working committee members was "picked up" by police.


    Simelane-Zulu said she was not sure whether this meant that he had been arrested or just taken in for questioning as part of the police's investigation into Magaqa's shooting.
    She said the party was trying to establish more information on the matter.


    Police Minister Bheki Cele's spokeperson, Reneilwe Serero, has confirmed a "senior official from Harry Gwala District Municipality" has been arrested.


    Serero declined to name the "senior official" until he or she has been named.
    The suspects are expected to appear in court "in the next 48 hours," said Serero.
    Meanwhile, the IFP has called on KZN Cooperative Governance and Traditional Affairs MEC Nomsa Dube-Ncube to "act fast and decisively" on the matter.

    Arrest of KZN politicians for murder will trigger political fireworks, says Cele

    Durban – Police minister Bheki Cele said on Thursday that it was understandable that the arrest of politicians while investigating political killings in KwaZulu-Natal would "trigger political fireworks".


    “[The] task team in its nature of establishment is investigating political killings in KwaZulu-Natal, where politicians have been killed, and at times some of the suspects are politicians, which makes the entire execution of the Task Team mandate to trigger political fireworks.
    “Unfortunately this has been misconstrued as being meddling in political factionalism of political parties using a state apparatus. It must be emphasised that the investigation and subsequent prosecutions of these cases are done in accordance with the rule of law and ideas enshrined in our constitution,” he said.


    Cele was speaking at Servamus House, the provincial police headquarters in Durban.
    He was providing an update on the successes of the inter-ministerial committee (IMC) on political killings, which was established in May last year by president Cyril Ramaphosa.

    A new, beefed-up task team was announced just after the IMC was established. The team was mandated with investigating 163 dockets related to political killings in the province.

    Out of the 163 dockets, said Cele, 80 were for murder, 24 for attempted murder, 36 for intimidation and the remainder were for “other charges”.


    The task team had made a total of 161 arrests, said Cele.

    Twenty-five people had been detained for questioning and released, 136 suspects had been charged, 66 suspects were in custody, 32 were out on bail and 27 had been convicted, he said.


    Two suspects had died, five accused had been sentenced to life imprisonment and 22 accused had been sentenced to between six months and 50 years imprisonment.
    “While we consider these successes of 163 cases to be very significant, it is even more encouraging to note that from 163 case dockets, there have been 52 finalised dockets thus far.


    “Fifty-nine cases are currently pending in court and 52 case dockets are still under investigation, with a result of 27 convictions. On six of the 59 cases currently pending in court, charges have been provisionally withdrawn against some of the identified suspects. Amongst the six cases that have been provisionally withdrawn, some suspects have been re-arrested and their cases have been enrolled in different courts,” he said.


    KwaZulu-Natal was rocked last week by the arrest of two ANC mayors who were allegedly linked to political killings.


    Harry Gwala District Municipality mayor Mluleki Ndobe spent eight days in jail after being linked to the murder of former ANCYL leader Sindiso Magaqa, but was released with one of his four co-accused on Monday, during a formal bail application, because of insufficient evidence.


    Providing clarity on the matter, Cele said: “The cases have not been withdrawn, certain charges have been withdrawn.”


    Newcastle Local Municipality mayor Dr Ntuthuko Mahlaba is currently in custody after being charged for his alleged part in the murder of regional ANC leader Wandile Ngobeni in 2016. He will make a formal bail application on Monday.




    Responding to questions that eThekwini Municipality mayor Zandile Gumede – who also heads the country’s biggest ANC branch – was soon to be arrested for murder, Cele said: I don’t deal with speculation or investigations that are not finalised.”


    Other high profile cases currently in court “that are across the political spectrum”, said Cele, included the murders of SACP member Londiwe Mhlongo, IFP councillor Sibuyiselo Dlamini and ANC member Msawenkosi Mchunu.


    Other murders being investigated included the killing of Umvoti chief traffic officer, Thobani Ndaba, who was shot and killed last year at the municipal premises.


    The killing of Oscar Hlatshwayo, a senior engineering official at the Alfred Duma (Ladysmith) Local Municipality, who was gunned down in February after dropping his children at school, was also being investigated, said Cele.

    Another ANCYL leader gunned down in KZN

    DURBAN – Another KwaZulu Natal ANC Youth League leader has been gunned down.
    Dumisani Moyo, the chairperson of Ward 7 of the eThekwini region, was shot dead on Tuesday night at his home in Ntshongweni, west of Durban.


    KZN ANC Youth League provincial secretary Thanduxolo Sabelo said Moyo’s killing is politically motivated.



    “He was a political activist and he has been assassinated,” Sabelo said.


    “To us as the ANCYL, we are very clear that these killing of activists have nothing else but political connotations to it. We do believe that the reason for his killing is politically motivated.”


    Sabelo said the league is angry that young activists are being killed in broad daylight.
    “We have also been very clear that the killers of activists must be removed from power in the ANC and in government,” he said.


    The province has been a hotbed for political murders in the last few years.

    KZN mayor's son killed in shooting


    Two people - one the son of a KwaZulu-Natal mayor - have been shot and killed near Ladysmith.



    Alfred Duma Municipality Mayor Vincent Madlala's son was among the victims on Tuesday afternoon, the municipality confirmed on Wednesday.


    Sbonelo Mondli Madlala, 28, and his friends were attacked by unknown gunmen, who opened fire on the vehicle they were driving in Ezakheni E Section.


    "Mayor Madlala's son and a friend sustained gunshot wounds and did not survive after attempts to save their lives were made by health practitioners and emergency services," the municipality's Siyabonga Maphalala said.


    "On behalf of Council I would like to correct the news reports that suggest that a mayor's bodyguard was also involved in the incident. At this stage no municipal employee was involved or sustained injuries in the incident."


    "We send our heartfelt condolences to the Madlala and Malinga families for losing their loved ones in the incident."


    Police confirmed that a charge of murder was being investigated.


    "Charges of murder were opened at Ezakheni police station after two victims, aged 28 and 29, were shot by unknown people. They sustained gunshot wounds [to] the chest and head," police spokesperson Lieutenant Colonel Thulani Zwane said.


    The injured son was believed to have been rushed to his father's home after the shooting.


    Rushed to hospital



    Madlala is thought to have then rushed his son to Ladysmith police station where he was met by awaiting paramedics. He was declared dead.


    According to the Ladysmith Gazette, two of the mayor's bodyguards were also reportedly shot in the attack, which the municipality denies. At this stage, it is unclear whether the shooting is politically motivated.


    Just a week ago, 63-year-old businessman Buthanani Golden Shange and his friend and ANC member, former 47-year-old school principal Martin Nkosenhle Sithole, were standing in front of Shange's shop when unknown gunmen shot at them.


    Both were killed and the inter-ministerial task team on political killings has taken over the investigation.
    At the end of March, Police Minister Bheki Cele said that the task team, established by President Cyril Ramaphosa, had made 161 arrests.


    The task team was appointed in July 2018 to resolve the shockingly slow progress in more than 132 politically motivated murder investigations in the province.

    Members of a ‘death squad’, recruited by former Minister of Police Nathi Nhleko and trained between March and May 2016 by the elite Chinese People’s Armed Forces Academy, are living in a twilight zone, seemingly left to fend for themselves and in fear for their lives.

    When an approach to the Office of the Inspector-General for Intelligence as well as the Public Protector yielded no result, these “top secret agents of the state” on 30 May 2019 delivered a memorandum to the Presidency.

    Among the demands were that members are “given all benefits that everyone has” including medical aid and housing, danger and clothing allowances.

    They have also requested to be “placed correctly as police officials” and “to be given proper ranks within the SAPS system”. Nhleko’s recruits also begged President Cyril Ramaphosa for protection “since our lives are in danger, we might be assassinated at any time”.

    While the Presidency has been unable to trace a receipt of the memorandum handed over, Daily Maverick has seen a stamped copy that was received at the Union Buildings on 30 May 2019 by Vincent Ngcobondwane of the Presidency’s Internal Security Unit.

    In March 2019, in his submission to the Zondo Commission, former IPID executive director Robert McBride outed the 16-member China-trained “death squad”, recruited in 2016 by Nhleko through his wife Nomcebo Mthembu’s NGO, Ndoni.

    Daily Maverick contacted Ndoni and Mthembu through the NGO’s website asking how the organisation came to play a role the recruitment or whether any payment had been made. We had received no reply at the time of writing.

    The squad, McBride said, their training completed, was then “trickled” into law enforcement agencies including the Directorate of Priority Crime Investigation (Hawks) and Crime Intelligence. McBride added that at first these recruits had been welcomed into the bosom of the Hawks, led by the now-disgraced Berning Ntlemeza, and were later fed off to Major-General Dumezweni Zimu, Crime Intelligence counter- and security-intelligence head, also appointed by NhlekoBut it all ended when Nhleko and Ntlemeza found themselves out of their jobs.

    The young recruits are now in a twilight zone, abandoned, without benefits, and living in fear of their lives, employed as security guards at Crime Intelligence headquarters in Tshwane.

    Some of them are so destitute they have been forced to sleep on the streets, a member of the “death squad” (who has asked not to be named) told Daily Maverick,

    A spokesperson for the group of disgruntled members said they had been “made to work at the gates of the National Head office of Crime Intelligence without any form of weaponry as we also work night shifts”.

    We also do not get even a single government benefit like clothing allowance nor danger allowance and the most shocking part is that we don’t even have medical aid, so if by any chance we get injured on duty, we can’t even get any proper medical treatment. The saddest part is that even till today there are some members that are still suffering from illnesses that they get got while we were in China, and yet we still can’t even get proper medication since we don’t have any form of medical aid, yet we work at National Head Office of Crime Intelligence and we once represented our country overseas.”

    On 23 January 2019, the Public Protector’s Office, through executive manager CSM Nthoriseng Motsitsi, after a complaint had been lodged on behalf of “death squad” members, wrote “your complaint will be assessed so as to take a decision whether the Public Protector should investigate and whether we are the best institution to handle the matter”.

    Contacted by Daily Maverick, spokesperson for the Public Protector, Oupa Segalwe, responded that at present there was no investigation.

    The Public Protector is still assessing this matter. Whatever she decides after the assessment, she will inform the complaints accordingly,” said Segalwe.

    On 22 May 2019, recruits describing themselves as “SAPS MEMBERS TRAINED IN CHINA (KNOWN AS A DEATH SQUAD)” issued a media release as a desperate and last resort.


    This is the fourth year since we have been trained overseas as special agents of the State and we have been made to keep quiet about certain secrets that have been ended up costing our human rights to be violeted (sic). We have been neglected by the Ministry of Police, Public Protectors office and we lost the confidence in Inspector-General, which is why we talking the matter to the President,” said the media release.

    The background to the sorry saga is that, in 2016, 19 recruits, 10 men and nine women, had been drawn from across the country — some through Mthembu’s NGO Ndoni, a “moral regeneration programme targeting the youth”.

    The recruits were sent for intensive paramilitary training at the Chinese People’s Armed Forces Academy in Langfang, China between March and May 2016.

    One of the members told Daily Maverick that they had been told they were being recruited “to be top secret agents of the state”. Recruits, said a death squad member, had been told that “this is a big project that has been planned by Jacob Zuma and the Chinese president.

    Some of the recruits had dropped out of school or had resigned from jobs to join the squad, said the spokesperson.

    All of our lives were put on hold as we were sold a very big dream, only to be deserted by our government at the end.

    The South African squad had also been trained in 2016 how to counter cybercrime “at the best cyber security institution which was in Xiamen".

    Even when we were in China the officials that were training us were telling us what an honour it was for them to be training us as we were going to become such an elite squad, so they are very proud to be part of our history as we were being promised very high ranks once we got back home because it was clear that we were going to be in some sort of a coalition with China to help counter crime in South Africa. The sad part is that once we got back home we didn’t receive a single cent from our government for being deployed overseas and representing our country.

    Three recruits had dropped out as “the training was intense” and they had fallen ill. Recruits who finished the course were told, said the spokesperson, not to look for other jobs as “we were still under SAPS and must be patient as we are on standby".

    The recruits were eventually taken to a “safe house” in Pretoria where they were given individual offices, but told to look for their own accommodation.

    Bear in mind that more than 10 of our members didn’t know anyone in Gauteng and were all flat broke since we weren’t earning any salary for over eight months so we were basically stranded to sleep on the streets, yet we were members of the state.”


    Upon their return to Pretoria, Nhleko’s squad was sent to Mphata Lodge in Hammanskraal for “a crash course by members of Crime Intelligence as this was a strategy for other members from SAPS not to detect us as we had to be as discreet as possible since we were being strategically placed undercover to counter other officials of the state which were corrupt”.


    Post-training at Mphata Lodge, some “death squad” recruits were sent to the Beit Bridge border with Zimbabwe “to work as undercover police officials and to observe the crimes that occur within the border.


    Some members of the squad were also sent to Pafuri near the Mozambique border, while others were “sent to Durban at the sea harbour where we were sent to work as undercover cops and to also see how they operate at the sea border.


    The government had paid for transport and accommodation for all of these assignments.

    The surprising part was that we were made to sign a contract which stated that we were security guards and we were told it’s a legend (story) to make us undercover, since we were.

    After one of former president Jacob Zuma’s Cabinet reshuffles in 2017, Nhleko was appointed Minister of Public Works (a portfolio in which he authored his magnum ‘firepool’ opus exonerating Zuma from any responsibility for the publicly funded R246-million renovation of his home at Nkandla).

    He was replaced by Fikile Mbalula as Minister of Police. One of Mbalula’s first moves was not to appeal against a court judgment that Hawks head Berning Ntlemeza had been irregularly appointed (by Nhleko, of course).

    Things had come to a head after the appointment of Major-General Peter Jacobs to head Crime Intelligence in March 2018. The recruits allege that they were “treated like criminals” and have since been banished to guard the gates as lowly, unarmed security guards.


    We feel as if we have been deserted by our government that we sacrificed so much for while we represented it overseas and now they are burning us alive".


    Emails to SAPS spokesperson Brigadier Vish Naidoo, have not been responded to. Meanwhile, Minister of Police Bheki Cele’s spokesperson, Reneliwe Serero, undertook to investigate the matter as well as alert SAPS National Commissioner Khehla Sitole.

    The spokesperson for the “death squad” asked Daily Maverick to “please mention we are seeking for help to anyone who can help us since we were told that there’s no way we can win this case at court because we don’t have money. If there’s any organisation or political party that would like to assist us with any legal assistance we will accept it.

    *Opens up a ton of questions regarding these covert little bands, their numbers,their funding and their actual intended purpose?
