Take it to a gunsmith to have it done. Cost will depend on the barrel (price varies between brands). He will need to apply for a new license as a barrel is a licensed component of the rifle.

Take weapon to gunsmith of choice. Gunsmith will write a report.
Apply (@SAPS) to have the weapon altered. Attatch report from gunsmith.
    Wait.
SAPS will inform you that you may proceed.
Gunsmith will change barrel (you or gunsmith can source barrel), send to SABS for proofing (eek!).
SABS return rifle via courier to gunsmith with proofing certificate.
You now apply to have rifle barrel number added to license . Take copy of ID, copy of license gunsmith letter and copy of SABS proofing certificate (NB NB NB make copies of everything for your own records) and fill in form at SAPS
    Pay R70.00
    Wait.
    Get new license card.
    That's the short version.
Barrel could cost anything up to R6000.00 and gunsmithing up to R3000.00

Shees, you could almost buy a new one for that (Winchester). Worth the trouble?

Nowadays it has become a major issue. admittedly you can choose some of the best barrels, But with Savage, Howa, Marlin etc. on the market you can get a new rifle at R6000 +. The other thing is that they are real shooters. One needs to weigh up sentiment against practicality.

To the OP, I'd suggest your friend transfers the weapon to a gunsmith first, have the work done and then license the refurbished weapon. This as opposed to licensing and relicensing. It seems less painful but I'm not sure what the paperwork would have to look like at the gunsmith's side to "clear" the record of the .30-06 as it is presently in the CFR database, maybe some fundi can shed light on it.

If your friend decides on a new rifle, he can still sell at least the action of the old rifle. Some action types are in pretty high demand. He can also build a totally different rifle with the existing action and stock as base.

If you show your place of residence it would be easier to point you in the right direction. Safari Outdoor normally have barrels in stock. Look on their website.

Check out the Bullet Central Africa dealer page here on Gunsite. They are running really nice specials right now on Bartlein and Krieger barrels.

You will have to buy a .300 barrel and apply to have your barrel replaced.
Gunsmith will chamber new barrel in 30-06, thread it to fit action and cut the crown. Bigger gun shops and gun smiths stock barrels or can source one.
