Even if this came into the country bad guys would probably still have a much easier time getting 7.62x39 AP than this sort of stuff.

are there any laws in sa, prohibiting "bullets that split up", for civilian use?

would love to see if it would be a good defensive round

Nothing stopping bullets that fragment. IIRC the old act prohibited exploding bullets not to sure if that was carried over to the FCA. I understand though that the minister has the option of banning classes of ammo if he deems fit.

Agreed. Maybe organised crime linked criminals, but not the average syndicate.
I don't think there's any law against owning such rounds, but I doubt it would be any better than a decent JHP.
Good for a spare mag, I would keep them if I could get my hands on some.
