Even if this came into the country bad guys would probably still have a much easier time getting 7.62x39 AP than this sort of stuff.

Nothing stopping bullets that fragment. IIRC the old act prohibited exploding bullets not to sure if that was carried over to the FCA. I understand though that the minister has the option of banning classes of ammo if he deems fit.
