Tell him to take his life and self-defense seriously and buy a proper firearm from a major manufacture.

tell him the "standard" for a good gun.... is a jam/misfire/stovepipe 1 every 2000rds (non ammo related).
    so, get good ammo first.

The Norinco 213 is based on the tried and trusted Tokarev design. Only the mag and barrel (and added safety lever) differs from the original Chinese type 54 Tokarev. The 213 is a reliable 9mmP pistol but with a design dating back to 1933. If the gun is kept in a good condition and cleaned regularly like any other pistol, then it is extremely reliable.
Main reason almost nobody uses it for SD is the safety aspects and the 8 round mag limit, rather shitty sights (non replaceable)
The 213 can never and should never be carried with a live round in the chamber and hammer forward.
The 213 also likes to shoot an extremely hot load due to the stock standard recoil spring meant for the 7.62x25 Tokarev round. Reloaded ammo for the 213 should be loaded almost on the maximum allowed charge, otherwise you will have FTE's, FTF's and stovepipes.

    Necroposting, but neccessary.

A congregational member inherited one if these and licensed it.

They are saving up for something modern. Till then it has to do.

Any pointers, other than beware of the safety and no hollow points?

I have some measure of experience with these.

    Hot ammo, keep it lubed.

Putting the hammer on half cock locks the slide.

The safety is massively shit, don't bother with it.

    I'd probably deactive it.

My only advice is already stated, but use HOT ammo (S&B FMJ's comes to mind). Do not carry it one-up. Never.
Also, like SSP said, keep it well lubed.
    Buy a better gun.

    Necroposting again; still necessary.

Same pistol as in #6; the slide of the pistol sometimes jams (gets stuck) when it is being cocked with the hammer down. The slid moves back 6mm, and then jams stops solid. When released, it moves forward, only to get stuck when being cocked again.

When the hammer is cocked first, it does not get stuck.

    Any pointers please?
