Would this be because I am under 21 with a solid job?

Because we are under 21 we need "special circunstances" and these are gainfully employed, dedicated hunter, dedicated sport shooter, public collector, private collector.
How my DFO explained it is you would need a letter from your employer on that you need a FA license to be employed or something like that (thats his words not mine).
The only difficuilty/challenege IMO is that there would be special grounds for you to relate a S13 license with your working environment.
I think you should probably have a chat with your DFO and see what he has to say.

What would be the youngest age for a minor to obtain a s16 licence? 16?

It works the best when there is a ID. Thus it appears 16 is the magical number for the least effort.

Once you have a competency to possess, then I can't see why you can't have a gun...
(2) Where a person has not previously obtained a competency certificate, a competency certificate may only be issued to such person if he or she—
(a) is 21 years or older on the day the application is received by the Designated Firearms Officer;
(5) (a) Despite subsection (2)(a), the Registrar may allow a person under the age of 21 years to apply for a competency certificate if there are compelling reasons which require the person to obtain a competency certificate or licence to possess a firearm.
(b) Compelling reasons contemplated in paragraph (a) may include the fact that the applicant conducts a business, is gainfully employed, a dedicated hunter, a dedicated sports person or a private collector.

One of the juniors in the Club got his at 16. They had issues due to the fact that he did not have ID for his Competency Application. When his ID was issued, it all went fairly quick.
