Lataest DFO 350 atrocity
Groblersdal DFO required us to submit a 534 Transfer of Ownership for a rifle that we bought from another dealer.
We provided the customer with a 350 as we always do but that is not sufficient for the DFO.
IMO if a DFO insists on a 534 for dealer to dealer transfer of a firearm the DFO does not know what he/she is doing.
It is not possible and it is not required and it is not correct.

Hi Khumba,
Just out of curiosity how is a situation like this resolved.
Obviously you took the extra “un-needed” step of supplying the 350.
Since neither u nor the applicant can convince the DFO in the error of his ways, do you simply just comply for the sake of getting this over and done with?
What other avenues do you have open to you to get this resolved?

I had to get the same for my Mom's first gun. They initially wanted the 350 and then requested the 534. It took us almost four years to get that license sorted! It was not the DFO requesting the forms though, it came from CFR.

Nardus, I do not believe it serves society or the system to comply with every idiotic requirement that pops out every now and again - complying to non regulation requirements creates precedent and ultimately a chaotic non compliant system which (unless the FCA is scrapped) is not going to benefit people who want to apply for firearms licences.
We asked our DFO to contact the delinquent DFO and try to explain to them that they were not correct and that it was not possible to process the document they required - that did not help. We then contacted people at CFR to contact the DFO to educate them on the error of their requirements. They accepted the application from the customer in the end.
A 534 is a transfer of ownership of a firearm from an individual to a dealer. Nothing more nothing less.

Other DFOs will mostly not accept an app if the applicant does not reside in the DFO/Station jurisdiction,

The fact that this is happening so long after FCA has "gone live" leads me to believe that there is an instruction out to be obstructive. I don't think the FCR can handle that joe-public can and is complying with this POS act.
