The standing order to use FMJ is also just that - a desk jockey making internal policy. I know a few guys in the SAPS who bought and carried proper ammo on duty well aware the SAPS would hang them out to dry if they ever ended up using it. Quite possibly also opening themselves up for liability lawsuits in their personal capacity. Responsible or stupid *shrug*.

Yes, but at least SAPS issues factory new FMJ. These guys were issuing reloads...and shitty ones at that...and there was no such standing order for them, at least at the time there wasn't.
