It's not like he's really on a rampage, IMO. Just standing there waving stuff around. The cops look like they worsened the situation even, sirens blaring and all that. Where's the mace? Tazers?

I know if your life is threatened you act upon it, but it looks like these guys wanted to shoot from arriving there.
