While I agree that the law in this regard is simple, it is, in my experience, not understood by the majority of those manning the roadblocks and their superiors.
At least that is what I choose to believe.
The alternative is that they know the law but choose to break it nonetheless by arresting people unlawfully, assaulting them when they argue, and detaining unlawfully.Cattle die, kindred die, every man is mortal:

seeing a chance to upsell an earnings potential by suit for such a malicious arrest in a sterling based economy, a recent attempt at the inspiration of such an unlawfull detention was attempted I tranversed both terminal 2 and 4 equipped with my pink bag, glock buyers guide and a copy of SWAT magazine and not one police officer looked at my, not one.
