Nope. 'Silly' refusals are ultra vires. They are in our sights... in a manner of speaking. Essentially the CFR has almost no discretion at all in terms of the FCA, when it comes to S16 licenses especially. If the paperwork is up to scratch and they can find no disqualifying factors, they are required by law to issue the license or they WILL now find themselves on the sharp-end of a costly lawsuit.

Will this also force the hand of CFR to supply an actual list of required documentation? I for one put as much info as possible into my application and that gets very long winded, leading to piles more paper that they refuse to actually go through and have to ultimately store in what could only be described as a fire hazard!

PS, Was refused on 3 Section 16 Endorsed firearms, I am so joining this class action!

Yeah, and a full bench of 3 judges (all concurring) of the Supreme Court of Appeal have ruled that S21 apps have to be concluded within 7 ordinary days!

Hehe, nope. These refusals are so random. I hope the legal actions get this crap sorted out.
