    Hang on a mo - thats just a case removed from manufacturing process either before rimming or removed and passed rimming step then had a bullet slipped in. Like the kinda thing a guy at the production plant can do get up too.
    Bet you find original owner worked or was family of some one who was in production.

    Initially I also thought it might be QC slip-up.
    It has a bullet seated, but the flash holes in the primer is not drilled into the case.
    It does have the anvil for the primer though.
    I would think that the factory would seat the bullet after adding a primer and powder.
    Shaking the case I cannot hear any powder. It also feels a bit light for it to have powder.

    Perhaps a manufacture defect.

    Quite unlikely. It must have been assembled intentionally, obviously by someone with access to the production line.

    Also the bullet isn't seated up to the canelure and no crimp is applied as per normal military production.

    Our (PMP) military ammo was never crimped, AFAIK, but rather "glued".

    What does it weigh? And does it have a powder charge? My reason for asking: it does not have either an extractor groove or flash holes. It is unlikely that it would have slipped past QC up to the point of inserting a bullet; therefore I assume it was purpose made as is. Either to check rifle chambers (unlikely) but how about functioning as a comparison bullet for control purposes?

    If it is charged the nonexisting flash holes are difficult to explain. If it is for measuring I guess the cartridge is empty.

    So it does not have powder.

    Just weighed them.
    Standard 7.62x51 (R1M1) = 368 grains
    Mystery cartridge = 333 grains

    Difference = 35grains
