it seems as though I have the "REGULATIONS 2004" and not the "Firearms Control Act, 2000 (Act No. 60 of 2000)".

Could one of you smart people please explain the difference to me, because from where i stand it looks like the former is a summary of the latter?

No, the Regulations are in addition to the principal Act.
