I think what the OP is looking for, are the contact details of some officer who is not corrupted and/ or in the pocket of the drug dealers.

The scourge of drugs is such that, when the Hawks do raid the drug dens, the dealers are alerted in advance.

Have you made contact with your local crime intelligence unit? Most larger cop shops will have at least a few guys working CI. If not, try your provincial offices, but you will need to have detailed and concrete info.
