    Users of smokeless powder
    17. (1 ) Any person who is in possession of one or more valid firearm licences
    issued in terms of the Firearms Control Act, 2000, may obtain, keep and
    use smokeless powder for the sole purpose of reloading cartridges for use
    in his or her licensed firearm.
    (2) A person contemplated in sub-regulation (l), may keep on his or her
    premises smokeless powder, provided that the net mass of smokeless

    powder does not exceed 2,5 kilograms.
    The Chief Inspector may authorise a dedicated hunter or dedicated sports
    person to obtain and keep on his or her premises smokeless powder with
    a net mass not exceeding ten kilograms, provided that such hunter or
    sports person provides the Chief Inspector with a written application and
    with certified copies of all his or her licences, permits or authorisations to
    possess firearms and proof that he or she is such a dedicated hunter or
    sports person.
    If the premises referred to in sub-regulations (2) and (3) are shared by
    other licensed persons, dedicated hunters or dedicated sports persons as
    contemplated in these Regulations, each such person may keep the
    quantities prescribed, provided that no more than the quantities provided
    for may be kept in a single safe or sturdy cabinet or similar container.
    (a) The smokeless powder must be stored and locked away in a safe
    or sturdy cabinet or similar container on the premises; and
    (b) no smoking or the production of a flame is allowed where the safe,
    sturdy cabinet or similar container containing the smokeless powder
    is kept.
    Smokeless powder obtained in terms of sub-regulations (1) and (3), may
    be transported by a vehicle not licensed in terms of regulation 32(1), to a
    place of storage: Provided that -
    (a) the powder is transported inside the vehicle;
    (b) the vehicle proceeds directly from the supplier to the place of
    storage;
    (c) the container may not under any circumstances be opened en
    route; and
    (d) no smoking is allowed in or on the vehicle.
    A person obtaining smokeless powder in terms of sub-regulations (1) and
    (3) must -
    (a) produce his or her licences to possess a firearm, permission issued
    in terms of sub-regulation (3), if applicable, and his or her identity
    document;
    (b) furnish his or her physical address and the address at which the
    powder will be kept to the dealer or a person acting on behalf of
    such dealer; and
    (c) accept the powder acquired only if it is packed in accordance with
    regulation 16(3).

    A person keeping smokeless powder in terms of these Regulations may
    reload cartridges for firearms: Provided that -
    the reloaded cartridges are for use in his or her licensed firearms
    only and may not be supplied to any other person; and
    all possible precautions are taken to prevent injury to persons.
    If a person is found to be unfit to possess a firearm in terms of the
    Firearms Control Act, 2000, or any other statute or common law,
    any smokeless powder in his or her possession will be forfeited to
    the State.
    He or she must declare such possession to an inspector, who must
    take possession of such smokeless powder, and dispose thereof.
    Nitrocellulose propellants and primers must be stored in separate storage

    Now that is indeed an interesting find. Why are we then still struggling with the 2.4 kg limit?

    Even more interesting....no where does it say how many tins can be supplied, further up the doc it says....

    (1 2) A licensed dealer must supply smokeless powder in its original sealed
    containers to -
    (a) persons contemplated in regulation 17(1), on production of one or
    more valid firearm licences, in a quantity not exceeding 2,5
    kilograms.
    (b) persons contemplated in regulation 17(3), on production of the
    permission intended in that regulation and in the quantities
    stipulated on that permission.

    It also mentions each licensed person may hold 2.5kg in a separate safe in the same household....so you can have 2.5kg and your wife can have 2.5kg and other family members with a lic can have 2.5kg in their safes or locked storage.

    I am very interested to see where this discussion will go to. Quite an few interesting finds here. Either we are missing something small that is in contrast with the findings, or we all have been very ignorant...

    6.1.3 Notwithstanding anything to the contrary contained in regulation 6.1.1 of these regulations, a person who is the holder of a valid firearm licence issued in terms of the Arms and Ammunition Act, 1969, may on production of such licence obtain 500 grams of nitrocellulose propellants. For this purpose such valid firearm licence shall be deemed to be a permit issued in terms of section 7(5) of the Explosives Act, No. 26 of 1956, and regulation 6.1.1 of those regulations.
    6.1.4 Any person who obtains nitrocellulose propellants under the exception contained in regulation 6.1.3. shall, at the time of such acquisition, furnish the supplier with a certificate declaring the purpose for which the propellant is to be used and giving his own full name and residential address, his identity number, and the number, place of issue and date of issue of the firearm licence. The number of the firearm licence shall be quoted on the way-bill/invoice.

    6.1.5 Notwithstanding anything to the contrary contained in regulation 6.1.1 of these regulations, a person who is the holder of a valid dealer’s licence issued in terms of the Arms and Ammunition Act, 1969, may on production of such licence or certified copy thereof obtain 50 kilograms of nitrocellulose propellants. For this purpose such valid dealers licence shall be deemed to be a permit issued in terms of section 7(5) of the Explosives Act, No. 26 of 1956, and regulation 6.1.1 of these regulations. The number of the dealer’s licence shall be quoted on the way-bill/invoice.

    Simple answer: This is a quote from the new act. This new act has still not been signed into operation. Since it is not yet in force, we are still subject to the old act, with it's 600g/2,4kg limits. We can only hope...

    The seems to be a lot of different views I know that as a Black powder user terms of the explosives act I am only allowed to buy and transport 1Kg of black powder as per my permit.


    I have heard that dedicated hunters and sport shooters can get a permit to keep up to 10Kg of smokeless powder if they can motivate why. Multiple calibers using different powder should do I think.

    I have actually spoken to our local Inspector of explosives today and invited him to our next hunters association meeting to do a presentation on safety and legal requirements of buying , transporting and storing of smokeless powder. And given him lead that this question will be asked.

    Some feedback.....i mailed the explosives guys, this is the response i got....

    Your email dated 9 February 2016, has reference.

    Please take note that the Regulations regards the Act of 2003 is not yet approved.

    This office cannot accede to your request until that Regulations are published.

    You are hereby requested to stay within the 2.4kg smokeless powder until such time. The Chief Inspector is in the process of finalising the Regulations which might be published during this year or early next year.

    Please do not hesitate to contact this office if you have any further querries.
