My Herbst machine runs from about 30rpm to 2800rpm. That really is plenty fast.. I can imagine you would run into all kinds of tracking, balancing and bearing overheating problems at faster speeds. On a 20mm mini wheel oom Gawie said not to take it past 1000rpm.
I prefer using 60grit on steel, as opposed to 36. The steel wears the belt out pretty quick. 36 is great for avoiding overheating wood and plastics though.

2800fps is seriously fast like 3000km/h
2800fpm is more acceptable at 51km/h or 14m/s
The idea behind the slower speed is part material removal and heat control, but when starting to use small diameter contact wheels it becomes really important. If you have 2800fpm running over a 20mm dia contact wheel it will be spinning plenty fast. 13000rpm. from here your bearings need to be relatively good at 5000fpm its at 24000rpm this is smoking.

A VSD running at 75Hz would have my 1420 rpm motor up to about 2 200rpm which given my drive wheel will give a maximum belt speed of 3 100fpm. I am not a commercial manufacturer and don't mind if it does not strip steel as fast as the commercial machines.One too many wasted sunsets and one too many for the road .........
