Dealer Competency / Business Comp
Hey guys
Anyone know the process for dealer competency and what is required?
Also if you done business proficiency and you are working in security besides PSIRA are you required to get any other comp from SAPS?

Once you've received your comps to 'handle and use', you merely complete the SAPS517 form, and tick the block for "Trade in Firearms" - well, that's how it's supposed to work.
However, it's been a little perverted since some DFOs want you to have completed the Unit Stands for "Handle and Use for Business Purposes" (even though it's not recognised competency at SAPS)...I know of a bunch of dealers who were granted Comps to Trade based on 'Handle & Use' comps (because that's that the law says).
It will also help you if you attach some form of employment letter with your application.
Check first with your DFO what his/ her requirements are, and possibly be prepared too appeal if they refuse your application (because you didn't attached certificates for "Handle and Use for Business Purposes"

As I said, there are several people I know of who have comps to trade and have not done BusPurposes!
It is not required in law! (If it was, how have so many people been given comps to trade.
Certain DFOs were fed bucket-loads of sh*t by service providers to make it a de facto requirement (so they could make money off it)

PSIRA require it for their members, but a SAPS comp merely recognises that you are 'fit and proper' to possess etc. SAPS has nothing to do with handling and using, merely fitness and propriety.
The Unit Standards that you completed when doing proficiency, state 'handle and use' etc.
SAPS does not issue you with a competency certificate stating' for business purposes' and has nothing to do with your 'business purposes'.

Indicate your answer with an X in paragraph F 1, for example:

And what is the prescribed test?
My former answer in the other thread applies: What the hell does a gunsmith or dealer need to shoot 5 rounds in 5 seconds at 5 metres blah blah, for? (read: money making)
Business Purposes was heavily criticised by Chris (AFTA) at a recent PFTC meeting, as he has had students rock up waving BusPurposes certificates, who didn't even know there is a time limitation when completing the shooting pracs. Service providers have cut many corners in awarding these certs.
It it not cost-effective to offer it as a course, since it requires a heavy investment in ammo especially(and time) to get your average gun-guy to that level of proficiency.
Once again, DFOs have been bullshitted into requiring it as a prerequisite for Comp to trade. It is not mentioned or recognised anywhere in the FCA, and is merely a unit standard.
