Default Handling fee on license refusal, standard practice?

I am being charged a 10% handling fee on a secondhand handgun I bought after the license was refused, with two DSS and two endorsement letters I might add.
I shall also only be refunded after the gun is sold to another buyer.

    I this standard practice?

As a matter of interest, what were the reasons for refusal?

    Bought from a store.

Refusal you mean besides "I am tired today an I will just put all these in the refused tray?" Apparently I already have handgun that will fall in that division. I would love to shoot my G35 in the CCP div, but I do not think SADPA will like that idea. Or even better my CZ TS.

I am more interested to find out about the 10% handling fee.

The license refusal I shall deal with.

So the gun is yours, they are selling on your behalf, and charging 10% to do so?

I don't think its uncommon for the retailer to charge a handling fee if you now suddenly want to pull out of the deal.

This! Remember ownership and possession are not the same with firearms. You bought it and you are now the owner. If for whatever reason your licence app is declined, you still own it, but you may not take possession of it. The gun shop offer a solution by selling it for you and take a 10% handling fee. Sounds reasonable. They could alternatively tell you to sell it yourself and charge you storage.
