I still can not see the reason for the whole uproar. Just do your paperwork correctly and get the license approved. Re-do it of needed and do the appeal if it gets to that. Then get your gun from the shop.

I have once had a license refused, but that was very long ago and I was still young (underage) and stupid.

Many gunshops will only give a full refund if your appeal has been refused.

People changing their minds and being too lazy to do the needed paperwork for the license application have a major effect on gunshops. They have to discourage the practise, and the "handling fee" is just one such "incentive".

I made a well thought out argument with good points (to be argued off course) because I sincerely have a problem with it.
