    I have once had a license refused, but that was very long ago and I was still young (underage) and stupid.

    Many gunshops will only give a full refund if your appeal has been refused.

    People changing their minds and being too lazy to do the needed paperwork for the license application have a major effect on gunshops. They have to discourage the practise, and the "handling fee" is just one such "incentive".

    I did not attack anybody.
    I made a well thought out argument with good points (to be argued off course) because I sincerely have a problem with it.
