    4-bore is 26.72 mm in diameter.

    If you include muzzle loaders. You can own muzzle loading black powder cannons with the right competencies. So you could probably go a few inches.

    One of the collectors in our association was told he can own up to 19.9999999999999mm but not 20mm because as soon as you go to 20mm rifles then the explosive bullets come in to play and it had something to do with that, I didn't really pay much attention but he is in the process of acquiring the 14.5mm from Truvelo

    You're not wrong. The FCA does explicitly mention recoiless weapons.
    The 20mm rifle definitely has some recoil though

    Here in NZ we can (for the time being) even own Oerlikon 20mm AA guns on a standard licence, provided the magazine is limited to seven rounds. There was a YouTube clip (since removed) where a dude would tow his to and from the shooting venue on the back of a trailer.

    Think the rounds were pretty expensive, I think $19 a pop.

    If one wants to own a tank you just need a standard firearm licence even though the main armament's been rendered inoperable. There are at least two tanks for sale on TradeMe at the moment - a Centurion and a T-55. Anyway, I've kinda gone into the weeds a little but...

    They are prohibited, but can still be licenced in a private collection.
