    Question A LEGAL Question -- what parts of a rifle are licensed ?

    This is a legal question:

    I am under the impression that the only part of a rifle that is actually licensed is the barrel
    Is this correct ?

    The reason I am asking ....

    Is it possible to import a rifle ACTION only from foreign lands ?
    ( Apart from the tax and duty and all the other normal nonsense )

    Please could someone that knows and can state the relevant legislation advise

    The action is licensed, it has the serial number on it. Other parts may be restricted.

    The legislation is the Firearms Control Act.

    The answer is to be found in the definition of "firearm" and S94.

    A rifle action comprises of a receiver and a bolt. The receiver is a firearm as defined.

    Possession of a bolt is restricted to persons who have a licence for a firearm capable of bearing it.

    Thus, you require a licence for each receiver but only one licence for bolts capable of being used in that firearm.

    To answer your other question - yes you can import an action. You just have to obtain the correct permits.

    An action is not licensed.

    A receiver is.

    That it may or may not have a number on it is, for the purposes of whether it must be licensed, irrelevant.

    Tread warily guys. This is a grey area - closer to black really.
    Since the FCA an action/frame/receiver is a firearm. No question. The fact that many people had *and still have) actions pre-FCA and now without licences is because there has yet to be legislation/a process to licence them. This is condoned.
    Despite that, a transaction involving an action may be frowned upon.

    There is no "limbo".

    Barrels, frames and receivers (which by definition includes actions) are firearms and must be licensed.

    Quite clearly, not just the reciever is licensed.

    Barrels are also firearms and must be licensed.
