The formative exam can be taken orally, but the practical shooting part must be done unassisted. If he can pass the competency training, then he should be ok.

Thanks "mic" - good news on the exam allowed to be taken orally, wasn't too sure on that. I'm sure he'll be able to pass the practical, if not, then I'm afraid it's the end of the road.
