    my argument to make the same point :

    The initial scrutiny of an applicant who has applied for a competency certificate is already stringent enough and we therefore see no need to repeatedly subject a person to that same scrutiny at arbitrary intervals in perpetuity.
    If the legislature thinks it should be so, it would be a tacit display of lack of trust in both the current process and in the individual citizen.
    Which would beg the question, if the current process is deficient, why was it passed by parliament in the first place?
    Furthermore, it would be gravely distressing for a government to admit that they do not trust the citizenry. The same citizenry whom they form a part of, and the same citizenry who appointed them into the legislature.
    As it is, the current process assumes those seeking to own a firearm are potentially of criminal mind and intent and we believe once is enough.

    Thank you GunWrack. The idea is indeed to show that GOSA for one has been consistent in its approach, and also to encourage debate and further input, and to make the voice of the actual users of the system heard on this issue. This is neccesary because at this point in time it must appear to the courts and in particular to the Constitutional Court that "all firearms owners" are comfortable with the implications of an indefinete re-licensing scheme.

    Thank you so much Frac, received your worksheets, look really good, also made me think some more about this...

    We are including all the sections for licenses from 13 to 20 and also for dealers, gunsmiths, manufacturers, all renewals, all accreditations, all competencies, all outstanding applications, appeals per year, we are starting from 10 years pre FCA to date, this info will be requested from SAPS and some other info on costs (and alleged benefits - yes sure!), and the actuary will do the projections for the future, and we will be able to see where we were pre FCA and where we are now and where we will be if the renewals are not scrapped.

    Just a big thank you to everyone that contributed here, in particular also SSP, some of his input found its way straight into our court papers.

    The PAIA application went in on 5 January and the answers were due from SAPS within 30 days. To date they have not provided the answers. Mandamus to follow. This data will have significant bearing on the the issue as to how the legislature will think about relicensing.
