    Just speculating: Criminals usually don't have FA licences, and therefore can't buy ammunition from (reputable) dealers. They however probably also want/need bullets. Nice way for some entrepreneurial individual with reloading press to make a few rands extra.

    According to the article it was an "intelligence-driven" operation, which means that someone gave information to the SAPS which led them to the "factory". Furthermore, the article states that the equipment was seized, and that the possibility of arrests had not been ruled out. (So they took the stuff, but left the bloke).

    To summarise facts:
    - Police received information
    - Reloading equipment was seized
    - Owner of equipment not arrested
    - Police states that the incident is gang-related

    From facts above it appears as if SAPS for once acted pro-actively in trying to cut off one of the sources of ammunition for illegal weapons. If this is in fact the case the "manufacturer" should be prosecuted to the full. If not, at least an effort was made by SAPS.

    If the guy did not have a licence for the ammo he was loading, why was there not an arrest? Just the powder by itself is enough to be charged.

    If not, at least an effort was made by SAPS.
    If the guy is innocent, I'm sure he won't share your view.

    Posting on Vleisboek seems to indicate active IPSC shooter. Do not have source - I battle with FB to find anything. Not going to try to trace it.

    A comment on the FB group says the guy is an IPSC shooter.

    Hope they arrested him so he can sue and get a Dillon
