Stock bedded, kydex cheek riser fitted, suppressor fitted, 11 degree target crown cut, trigger job (replace spring and polish the sear), 20moa rail fitted, supply scope rings and boresight the new scope I provided.. Total job cost nearly as much as I paid for the Howa Creed :(

Hmmmm .... I'll say this: your smith should have an eye for detail and a real passion for what he is doing.
perhaps consider that your smith range test your gun and give you all the targets. They will charge you for the range and ammo though

They actually don't have range ammo for the Creed, only some Federal Fusion (I bought a box as well), but I have enough range ammo (bought 3 boxes from Camdix when they had some S&B at R350ea).
I've shot a rifle that was built by the guys at ARMS, single best 300wm I ever shot.. I have full faith in their work :)

I clean the chamber every time I total the rifle, which while excluding removing the action means cleaning everything.
The thought of leaving copper solvent in the chamber causes havoc on OCD.

Usually some firing residue in the chamber will act as a lubricant, not bind up the case. We clean the camber to increase the friction (grip) between case and chamber.
Rust and pitting will bind a case, but that will hold true for every case.
Since the other cases extracted fine, my guess is the case was having an issue. Could be a thick neck, soft head, sizing issue, metalurgical or mechanical flaw in the case, or even a pressure increase due to one of may reasons.

I use a longish pistol cleaning rod with a chamber / barrel mop.
Zippo lighter fuel to finish off

Do yourself a favor and get a Sinclair action cleaning tool kit.
The kit even help to clean behind the locking lugs and there is a chamber mop included.
After cleaning I use boretech bolt grease in a syringe , and put a very small abount behind the locking lugs. Cycle the bolt a few times to distribute the grease a bit on the lug surfaces.
Keeps the action in tip top condition
