    Only that he does sport shooting. But does not say if he is even a member or just occasionally shooting.

    Endorsement letters are only needed for Semi-auto shotguns and Rifles.
    You've gotten lucky then; S16 does state that all applications must be accompanied by a sworn statement or declaration (endorsement). That being said, I don't recall my DFO ever making a fuss about the endorsement. But they're part of NHSA's package so it's easy enough to get and submit.

    The declaration referred to in Section 16(2) relates to membership of an accredited association, not an endorsement.

    The latter is a requirement made up by CFR.
