Its patently not true as there have been approvals of licences for restricted firearms.

Some of those approvals are reported in this very thread.

And refusals on appeal.

From what I hear all semi automatic rifles and shotguns guns would be rejected as per instruction. However the appeals would be approved. Just a delay

I recall seeing a post about GOSA receiving their first appeal refusal, so there goes that theory?! Then again anything is possible with CFR, SAPS

It is not their fault - there was load shedding and all.

Load shedding is a few hours a day. No reason to be months late. Just saying.
