government and gun control...
So it seems that, if the writer is not smoking his socks, that there just might be intelligent talk in government circles regarding gun control...

It is not a very long article, but at least it seems that SOMEONE is admitting that ILLEGAL guns are the major concern, and that better control at SAPS and SANDF stores should be enforced...

Chairperson of the Portfolio Committee on Police, Francois Beukman, has called for the introduction of further measures to stop the use of firearms by criminals in violent crime.
In a statement released by parliament on Wednesday (16 May), Beukman said that recent incidents of cash-in transit heists and brazen robberies where high-calibre automatic firearms were used was of a great cause of concern to the committee.
“The high incidents of gun deaths on the Cape Flats, especially of young children, should be tackled head-on by the relevant law-enforcement agencies,” Beukman said.
The portfolio committee believes the following five steps should be prioritised if the police are to be effective in dealing with the proliferation of guns:
- Channel more resources to the Directorate for Priority Crime Investigation’s specialised unit focusing on illegal fire-arms.
- Implement more projects and network operations initiated by crime intelligence to deal with gun smuggling by criminal syndicates.
- Enforce stricter control measures in South African Police Services (Saps) stores and stations, and also in the arms supply of the South African National Defence Force.
- Ensure closer cooperation with other South African Development Community countries to deal with the proliferation and inflow of high calibre automatic firearms in the region.
- Conduct a full-scale review of the Firearms Registry turn-around strategy and a forensic audit of high-risk areas in the licencing of firearms, as well as permits and authorisations.
The Portfolio Committee said that the long-awaited Firearms Amendment Bill should be tabled as soon as possible.
With a version of the bill having existed as far back as 2006, a more recent 2015 iteration of the bill calls for a number of amendments to current gun laws in the country – including much stricter regulations on ownership and sale of guns in the country,
Beukman emphasised that the high rate of gun-related deaths warrants an increase in efforts to deal with the proliferation of illegal firearms by South African law-enforcement agencies.
“There is also a huge responsibly on citizens to report any information about the ownership of illegal guns to the Saps,” he said.

What actually happens, and what is implemented, most likely WILL be stricter controls on the legal ownership of FAs, and much less policing and control of the illegal will be done... but who knows... only time can tell...

.....has bad stuff for us in it.
So it's as you say - somehow legal stuff somehow gets lumped in with the obviously criminal stuff.

This is retarded!
for example: "provide that a semi-automatic firearm or semi-automatic shotgun may only be licenced to a person who has held a dedicated status as a sports-shooter for a period of at least two years;"
Even a revolver is a semi-automatic. That would mean that I as an aspirant new gun owner would not be able to own a firearm for two years. And even self -defence goes out the window. This is ridiculous.

It is still retarded. Trying to clamp down on legal owners whilst acknowledging that the problem is illegal fire-arms. In the absence of proof that a significant number of legal fire-arms are use for illegal purposes or become illegal through theft/loss these measures are irrational.

Ya, in the updated version of the draft which I posted it has been amended to refer to semi-auto rifles and shotguns and on a quick reading seems to only apply to licensing further such firearms over and above the usual limit. I still think we need to raise our voices on this though.

It was withdrawn.
A new Bill has been prepared but has yet to see the light of day, let alone survive public comments and parliamentary scrutiny.
We killed the old bill that sits at this link stone dead. We are much, much stronger now. Witness Francois Beukmann's actual comments: Every time he talks about firearms that require attention he prefaces it with "illegal"!"Always remember to pillage before you burn"

I agree, Paul, and that was exactly what I tried to share in the initial post... the fact that ILLEGAL was used so often, and that he seems to talk about better control over military and police fire arms, and other illegal firearms. It also seems that he is agreeing that the violence stricken areas (such as the Cape flats, amongst other gang ridden areas) needs to get attention in order to better control these crimes involving firearms.

We have spent 3 years EARNING the trust and respect of the Portfolio Committee. This quote from Francois tells us that we have turned the corner. I'm well pleased.
