How about they first find a way to actually KEEP arrested criminals IN JAIL and find another way to prosecute them that they aren't back on the streets a few months later.
I think people are sick and tired of a non-existent conviction rate coupled with penalties less severe than crimen injuria.
Punish the criminals you DO catch, then you can start worrying about the guns used by the ones you can't.
