Its part of an inefficient bureaucracy creating jobs for 20 people that can be done by 1 person with a laptop. At each step of the process there is a delay. If licensing was done properly with online applications and the proper use of technology available licenses can be approved in a week.

guys we live in a country where a person is employed to wave a flag at roadworks the entire day, when a battery and strobe light does the same job for a once off fee
lets just say efficiency isn't a priority in south africa, less so at state run departments
