You cant go wrong buying a Glock or CZ in SA.
As they both well supported in parts in SA.
Decide on Striker fire or Hammer fired.
Some prefer one others prefer the other.

How long is it going to take you to own both? What is your everyday attire being can you conceal the PO7 easily? I would say EDC over shooting range is the main objective.
As has been said here numerous times, you can look to shoot anything, so I think shoot ability is not a critical factor.
All said then, I would start with G43 practise and start saving for PO7 or G19. My2c

OK Please excuse this if it comes up as a double post. Mobile site kicked me off.
G43 was the best decision I made. I'd love to have other specific guns but the G43 is seldom off of my person and I mean seldom as in I know for a fact that I will not be able to carry it. I have had it everywhere, banks, casinos, airshows, restaurants that had signs saying "STRICTLY no Beretta's or Revolvers", been through frisks, wands, you name it. In fact leaving home without it is like leaving without my pants.
It's not that hard to shoot given enough practice and dry-fire and is quite rewarding getting more out of it as a tool.

As much as I love my P07 I would seriously think you should go for G19 and G26 or G43 combo.
Out of the 2 is 1; 1 is none principal your 2nd handgun is going to be backup gun whenever you are going to be involved in shooting or near-shooting and should also be bought with SD in mind.
Having 2 very different trigger and operation setups IMHO is not a very good idea, especially if you plan to swop out the 2 depending on your carry situation for the day.
With Glock 19/26 you have the option some parts interchangeability and you can even use the same holster and G19 mag as third backup saving a bit of money and making a day to day swop out a breeze.
But in the end it comes down how important conceal-ability is, if it is very important G43 is the way to go.
As for bigger or smaller first, your everyday carry situation should be the deciding factor is conceal-ability very important go for the smaller platform first. May not be as many options but there are sport shooting options (like BUG in IDPA) to shoot either the G26 or G43.
You can always go for SA/DA CZ in S16, cheaper 2nd hand CZ75, P09 or save a lot and go Shadow when you get your 3rd handgun.
ADDITION:
As for which section I would not really worry about that, do not mention self defense in your S15 application.

G26 actually makes a lot of sense as a carry gun.
I started carrying a G17, now I have a G19 too and the thought of a G26 sounds even better with regards to concelability and comort

I was set on buying a G19 untill I shot with a P07, now I am going for the P07 on S16 license.

then i saw it at the gun shop for 16K and it all made sense

I was for the past month in pretty much exactly in the frame of mind that the original poster was.
I wanted a compact on S16 and subcompact for SD. I ended up deciding on the S16 compact first as I would initialy do a lot of practice shooting and you can carry it although it may be slightly less concealable.
For most of the time I was convinced it would be the G19, then I shot with a bunch of compacts and the P 07 won hands down, I just like it more than the others, so the purchace was made yesterday and the aplication will be going in next week.
