That's ultra vires IMHO.
Reg 13(7) Any person providing a recommendation concerning the character of an applicant in support of an application made for a purpose contemplated in the Act, must also state whether the applicant, to the best of such person's knowledge and belief, is -
(a) a fit and proper person to be issued with the competency certificate, licence, permit or authorisation applied for;
(b) of a stable mental condition and is not inclined to violence; and
(c) not dependent on any substance which has an intoxicating or narcotic effect.
(8)
(a) A person who provides a recommendation as envisaged in subregulation (7) may be asked by a relevant Designated Firearms Officer, or a person acting on the written authority of the relevant Designated Firearms Officer to provide further information regarding the recommendation.
(b) Any failure or refusal by the person to provide such reasonable and relevant information requested by a relevant Designated Firearms Officer may render the recommendation ineffective
(c) No person is compelled to provide further information regarding a recommendation.

I would include the CFR counting of the days in process based on the date the DFO bothers to load the app into the system, as opposed to the actual date of submission. In some instances, such as the one recently reported on GOSA, there was an 11 week gap between the dates.

Sister in law: CFR declined her application for a Sec13 licence because her application didn't include an employment letter to prove how far (and during what times) she travels to and from work.

I agree.
Also, the latest strategy to blame the government printers for the delay in the printing of license cards are just a poor excuse. First of all, if you appoint an agent, you remain responsible.
After all, it is also the same government.
Best of course is that passports can be printed and supplied within less than a week from the date of application, so why not license cards?

With a government that needs to take just about all the blame for the high unemployment rates in the country, how can they even venture into this direction?
There is no requirement in the FCA that you need to be employed to possess a firearm, so to take it a few steps further even is just not on.
Valid example.

Complete inconsistencies in processing times? Later applications often approved long before earlier apps?

The relevance of this probably lies in the reality that again some stations and provinces make up their own rules as to the processing of applications. For instance, in the WC some stations will only once a month physically go to the provincial offices and then submit license applications to province and uplift cards. So regularly you will find that you loose a month on both sides and then your application takes two months longer than what it would have taken elsewhere. There is no provision in the FCA or Regulations that allows the SAPS to sit on applications and cards for a month on both ends. Why in any event it can't be send by courier is beyond me. It is the year 2019 after all, die "poskoets" is no longer in use, hasn't been for centuries.

Having tracked a fair few apps between myself and mates, the travel times to CFR are only one part of it. Apps arriving within days of each other at CFR are processed weeks or months apart. And newer arrivals at CFR are approved before those that arrived the previous month.
