    This is probably a function of the remaining chaos that reigns there. As such, it is clear proof of non - compliance by the SAPS of its functions as expressly set out in the FCA, i.e. to see to an effective system. After 15 years, there can't be more excuses or a reason for them not to be held criminally accountable for this.

    Take in consideration the level of security in passport documents vs the cheap double sided card print as well as the countless other documents being issued. It's because of a bad supplier of services.

    Also take into consideration the sheer volume of passports compared to firearm licenses

    WC FLASH are renowned for making up their own rules. For example they won't accept a S15 application unless you're a member of shooting club/range, no where in the FCA or its regulations does it specify this requirement.
