Perhaps for a friend/family member running a Rhino poaching operation.

I am confused however about using a fake license (which I don't doubt) to "buy a rifle"... we all know that's just not how it works. Thumbs up for the dealer who caught on, though.

I'm guessing that's simply because the newspaper doesn't know how the process works, TBH.

Probably bought the rifle, received the application paperwork from the dealer and showed up a few weeks/days later with the fake license card in hand.

I think it is a case of "typo" in the article. When should be where!

Playing Sherlock Holmes based on the article I speculate the following:
Rifle was purchased by the Cop at the said gunshop. 271 paperwork issued the cop.
Cop then applies fraudulently with the assistance of the Security company. Note there is a co-accused to be appearing in court, so very possible the co-accused actually made the application
Licence approved in the said companies name. Note the article states False licence and not fake licence.
Cop goes to collect the firearm. Dealer notes the license is in a security companies name as it states this is what caused suspicion. So other details were probably correct, but why would a security company be buying a Hunting Rifle would have set of the alarm bells.

Toxxyc Could also be 100% correct and I am giving the writer/editor too much credit!

Now I am curious to know what information is on a Security company Licences and what are the competency/application requirements.
Is there a picture of the Person? can the even get a bolt action competency? what would the motivation be?

The bolt action rifle is meant for distant clowns.
