Safekeeping
Out of curiosity, is it possible to have firearms of two different license holders in the same safe without having to license the firearm to two people.

NO... my understanding is that only the person with the license can have access to the safe where the said firearm is being stored.
If someone else can access your firearm and the safe where it is stored, it is no longer under your direct control.

One party can get a storage permit for the others firearms, and then keep access to the safe
OR
Get creative. All that's required is exclusive access, if you have a key for a safe, but the safe is in a locked room/ has a padlock on the front etc that you can't unlock, do you have access?
If both parties are required for either to access the safe, its legal like the dual key storage at a casino

Dual key storage at casinos or other places alike are one to be wary about...
There is always the second key matching yours or possibly a master key that can lurk around.
Most locks have 2 or 3 keys, the question is where are the other keys when your pistol is "locked up"
