Unless the firearm has been used in a crime, then they will charge you!
Just how monumentally brain-dead can one be to think that a hardened criminal will hand in their firearm, knowing it's been used in a crime and while they are at it supply ID number, Proof of residence, and contact number?

You might notice that the notice (groan) is ultra vires the Act. Sub section (d) in particular.
Also... notice that the notice (groan X2) was signed in August... long before Parliament actually gave the nod.
Also... no opportunity for renewal of expired licences at all.

Where does section 139(2) of the FCA state that Parliament must approve the notice before it is signed. It merely states the notice will only be valid if approved by Parliament, thereby presupposing the notice comes into existence first and becomes valid once approved by Parliament....unless I’m missing something?

That may be so but my point was that you could apply to relicence a firearm in respect of which the licence has expired since section 139(4) specifically allow for this.
As for no guarantee of a successful application, there have never been guarantees for any application i.t.o the FCA
