    Not quite.

    The cultivation of cannabis in the Netherlands, on any scale, is illegal. Growing on a small scale at home for personal use (5 plants or less) is decriminalised and offenders are not prosecuted, but can have their plants confiscated. There is a difference between decriminalisation and legalisation.

    The growing at home for private use in SA is legal, not decriminalised.

    Public possession of small amounts in the Netherlands is decriminalised. Here it remains a criminal offence.

    Public sale in the famous "coffee shops" in the Netherlands is decriminalised. Here the sale, of any amount, is a criminal offence.

    I know the difference and my understanding is that, cannabis has not been decriminalised in Holland; rather it is tolerated within certain parameters.

    Decriminalisation is the same as tolerance within parameters. It remains illegal but there are no prosecutions.
