You need DSS status for any semi-automatic rifle. The best I think you can do without DSS is a .22 pump rifle or a nolt action.

For a 10/22 you will need to license under Section 16 and will need DSS and an endorsement.

Without DSS I would try for a lever action or pump, but prefer the lever guns. I am not sure what are the options. Just know a neighbour with a .22 lever action from Winchester. Pretty good rifle.

    Default Ruger 10/22 thoughts?

Sec16 dedicated status - sport shooting. I have a 10/22 Ruger target. Is is the most fun gun I own. Super accurate. I have a lever action .22LR Miroku as well... its just as fun and you can shoot pretty fast with some practice.

Look at a second hand BRNO 22lr bolt action rifle, they are good quality rifles especially the older ones otherwise you can't go wrong with the newer CZ 455/457. Most good gunshops should be able to acquire stock of the CZ's!

I was in a similar boat, decided to go bolt action . I found a CZ 455 on special. The 457s are still a fair bit higher priced.
