With the proposed amendments to the FCA, I wouldn't be surprised if it excluded the ability to carry a S15/16 firearm for SD. Go with S13 for the firearm you're going to carry.

Is your DFO refusing to process your competency renewal unless you relicense your .38 under the FCA?
Last I heard, green licences are still valid and have nothing to do with white licences or competencies.
