    Go download the govt gazette signed on 29-04, that is the latest to go on unless someone has another more recent signed gazette to look at?

    On page 22, alert 4,table 1, Part A section 1 it states:
    All agriculture, hunting, forestry and fishing,bee-keeping,including preparation, cultivation, harvesting, storage, transport of live animals and auctions (subject to health directions) and related agricultural infrastructure and services (including research, inspection, certification and quality control)


    Can you interpret this differently and tell us there is a social aspect??

    This is the memo I was referring to.
    Yes, it pre-dates the Level 4 Regulations and each minister is contradicting each other.
    But a criminal record can't be fun, and detrimental to owning firearms.

    As I suggested, just wait for clarification before running off to the farms....

    HUNTING DURING THE COVID-19 LOCKDOWN AND THEREAFTER

    Dear Member,

    During a recent discussion between representatives of the Hunting and Wildlife Associations Forum (HAWASA), the Professional Hunters Association of South Africa (PHASA), Wildlife Ranching South Africa (WRSA), and the Game Meat Industry Forum (GMIF) with Minister Barbara Creecy, Minister of Environmental Affairs, Forestry and Fisheries, the Minister stated that hunting is NOT a legitimate essential service activity (be that consumptive or trophy hunting). However, she did indicate that the legitimate culling of game for the specific purpose of supplying game meat, is allowed.

    HAWASA chair, Mr Stephen Palos, after the meeting reported that “…she also indicated that even when incremental reducing of restrictions start, there will be a long time before recreational type travel from urban/metro regions into rural areas (read hunting) will be allowed for any reason whatsoever”.

    Due to the expected restrictions in traveling between metropolitan and urban areas to remain in place, it seems that the chances of hunting in 2020 as we know it, are very slim. Tourism and game farm/ranch owners take a very severe blow in this case.

    “In the case of legitimate DCA or culling activities the land-owner/rancher should be the prime essential service initiator of the activity and should be the entity issuing the necessary permissions, covered by his own Lockdown Exemption Certificate. The participants in the cull or management of DCA activity would thus fall under those legitimate permissions and would require the necessary letters confirming this”, Mr Palos reported

    The suggestion is that if members are involved with the above activities, “…they should be cautious and wherever possible they should attempt to get some form of clearance from local law enforcement as an extra precaution, even if just verbally from a senior official…”.

    In terms of the food production chain with game meat qualifying as an essential commodity (food), produced within the essential service of wildlife management, Me Adri Kitshoff-Botha CEO of WRSA and Chair of the GMIF indicated that during the above-mentioned meeting: “…the Minister encouraged the production of game meat to proceed as normal. Wildlife ranchers should therefore proceed to cull their wildlife to be sold to registered abattoirs as previously done, or alternatively make use of registered culling teams. It is important to note that the culling of game for game meat purposes…” does not include culling undertaken by consumptive or trophy hunters”.

    Members to who the above is relevant, should please remember that law enforcement officers are frequently also at a loss for factual information, and do not always understand the exact details of every hunt, culling or control of damage causing animals members may be involved in. Therefore, it is quite possible that even a legitimate exercise could leave participants in serious trouble at inopportune times and places. We advise that members on who the above has reference should participating in the most critical of activities, and preferably within close proximity to where you are travelling from. Also ensure all documentation is in place, and detailed addresses/locations are on the paperwork.

    Fire-stick, as I understand your query "... how so many overlook the word "services" placed very visibly into the sentence."

    As I read it:
    "All agriculture, hunting, forestry and fishing, bee-keeping, including preparation, cultivation, harvesting, storage, transport of live animals and auctions (subject to health directions) and related agricultural infrastructure and services (including research, inspection, certification and quality control)"
    means:
    " All ... hunting... including ... harvesting, storage, ... and related agricultural infrastructure & services (including research, inspection, certification and quality control) " is granted permission.

    Not sure whether "services" refer to shooting jackal? Looks more like "infrastructure" services, such as mending fences?


    I think most understand it remains impractical to go hunting, but this is simply the language - not interpretation - of the draft regulation that invites comment. Coupled with the fact that the exchange of "hunting" with "culling" is of no logigal effect - as "culling" is not an industry, merely an operation regulated under "hunting" - the conclusion must be that the regulation perhaps does not express the intention of the minister (probably because it was badly drafted) but - in fact - affords technical permission for hunting.

    (I must point out that there really is no such thing as a "technical argument": there are only good and/or bad arguments.)

    Hunting - COVID-19 Level 4 lockdown - South Africa




    Morning everybody this post is for the hunters.
    Social media is good for communication and bad for speculation, and right now there is much speculation about whether we can hunt or not under schedule 4 of the proposed new regulations.
    Let us put aside our desires and apply some logic to the situation.
    Firsly we simply do not have the final regulations so anything anyone says or speculates has a high probability of being incorrect to some extent.
    Secondly the schedules say "draft" on them , which is self explanatory.
    Then we have the recent history of regulatory promulgations by various ministries which have been confusing, sometime contradictory and unclear which have resulted in many amendments. We can expect more of the same to start with in the new regulations and anyone who feels that their industry or activity has been omitted will lobby for changes which will in all probability happen after the inital regulations are published.
    Then there is the output from the organised hunting associations that have been told by the minister of environmental affairs that hunting as we know it[ not problem animal control] will not take place for several months , if at all this year.
    We should also consider the nature of hunting , which by defintiton is a social activity of the nature that government wants to restrict to limit corona virus transmission. All of this mitigates against hunting being allowed unless under very strict conditions .
    So, let us pls wait for the regulations and even more importantly, let us all collectively , be responsible in our response to the regulations and how we hunt if it is permisssable.
    We do not want the minority spoiling hunting for the majority because they break the rules, whatever such rules ultimately may be.

    Day hunts within your province seem to be allowed with farmers issuing the permits.

    I'm fully aware of the fact, my post that came up before the one you pointed out outlined the fact but obviously it went unread as many people tend do when looking through.

    You are not the first in the thread to point out the obvious without having read the content of the previous posts.

    Saturday 2 May I received about 18 photos of animals that has been hunted before 11:00 close to Gariep. I ask what is going on?

    Level 4. you may dayhunt, no inter provincial, sleep over or trophy hunt, only food procurement. Local SAPS says its OK. So it seems to me you may hunt depending on where your local SAPS is and how they are in feeling with the local community they are
