I've had a bit of a different experience with .223 FMJ head shots on cattle. It was instant. Their legs folded under them and they were gone.
A bull in the stun box one day took 8 head shots from the captive bolt pistol and was still standing. A 223 FMJ eventually dispatched him. Cattle heads are very hard with thick bone, but there are so many variables in the equation. I don't think anything will work perfectly all of the time, but it is nice to know what happens to bullets and how they react.
